Sen. Woelful noted today is international woman’s day. 32/
On to HB 3190: Amending the definition of “minor”, which basically allows for sting operations.
They are debating an amendment to a strike and insert amendment. The amendment to the amendment would strike language that creates the offense of marital rape. 33/
@CharlesTrumpWV now speaking on the amendment to the amendment. Opposing @RuckerforWV amendment that strikes language creating the offense of supposal rape. He notes that this is #InternationalWomansDay 34/
Sen. Trump makes the point that if there was a separated couple, and they’re not yet formally divorced, if the man broke in and raped the woman, and it was on camera, he couldn’t be prosecuted for it, because it’s not illegal to rape your spouse. 35/
Sen. Hunt speaks in favor of the amendment to the amendment and calls it “admirable”. 36/
Hunt says that this amendment might kill the bill in the house, and that there’s only three days left. Says he would support the strike and insert if it were a stand alone bill. 37/
Sen. Trump points out that the House can reject the strike and insert amendment, and ask the Senate to withdraw it, which would pass the unamended bill. 38/
Amendment to the amendment is adopted 9-8. Language that would make martial rape illegal is removed from the strike and insert amendment. 39/
Strike and insert amendment is agreed to. 39/
HB 3190 is reported to the Senate with the recommendation that it do pass. 40/
On to HB 2008: Requiring local entities to enforce immigration laws. Last bill for the night. 41/
Requires that local entities enforce immigration laws; prohibits sanctuary city policies. 42/
Council says there are no sanctuary cities in WV. 43/
Del. Longanacre (lead sponsor) now speaking to the committee. 44/
Longanacre says that this is to prevent sanctuary cities from happening in WV. Also alleges that people are coming in through Canada now?! 45/
“I don’t like line skippers at Disney. I don’t like line skippers at the border.”- Sen. Stuart 46/
Longanacre says he wishes the bill had more teeth. 47/
@MikeCaputoWV calls this a solution without a problem. Questions if his colleagues really support local control. 48/
Sen. Caputo calls the provision that allows for local officials to be expelled from office for voting for sanctuary city ordinances “insane”. 49/
Strike and insert amendment for HB 2008 fails 7 yea, 9 nay. This was a process. Had to vote by hand-raising. Had to vote twice because people were changing their votes. 50/
Sen. Trump offers an amendment similar to the strike and insert. Removes provisions defunding localities for sanctuary city laws. Says the House version “defunds police”. 51/
Sen. Stuart keeps asking if this amendment is tougher or weaker. 52/
Sen. Trump notes that the bill sent to them is open to lawsuits. 53.
Del. Mazzocchi is now speaking to the Committee. 54/
Mazzocchi says the committee should keep the bill as it is. 55/
Weld (acting as chair while Trump speaks on his amendment) didn’t give Mazzocchi the speech on Senate bills waiting in the House that Trump has been giving delegates 😢 56/
Trump’s amendment is agreed to 9-7. 57/
HB 2008 has been reported to the Senate with the recommendation that it do pass. 58/
I am at Moundsville’s Strand Theatre for the City Council Candidate Forum. The event will get started at 6:00 p.m.! For anyone that wants to watch the event, it will be streaming live on Facebook. 1/
The candidates are listed on the below flyer. Im told 12 of the 13 that filed to run will be participating tonight. 2/
Full disclosure, I am friends with Mandy Weese (Candidate for Ward 3) and have been working on her campaign. I will be summarizing responses of all of the candidates as accurately as I can, and this personal connection will not impact that. 3/
I’m at the Strand Theatre in Moundsville for the public forum on the updated Comprehensive Plan. We will be getting started in a few minutes. 1/
The agenda: 2/
Chairperson Josie Mentzer began the meeting by explaining the rules. Each person has up to five minutes to speak, anyone that does not wish to speak publicly can leave a note at any of the designated areas. 3/
A more detailed look at Marshall County’s preliminary election results. These are what I consider to be the highlights. If there is a race I didn’t mention, feel free to comment and message me to ask. (I don’t have a precinct break down at this time.)
@FolkReporters #folkreporter
Turnout was abysmal.
Only 31.82% of voters showed up.
50.28% of Republicans (4,153)
35.64% of Democrats (2,205)
2/
For the 2nd State Senate District, Chris Rose won Marshall Co. with 50.65%, incumbent Sen. Mike Maroney with 49.35%. Rose only had 34 more votes than Maroney.
Maroney is technically a Marshall County resident.

Some thoughts on the agenda (or lack thereof):
The agenda available to the public in this meeting did not reflect all that would be voted on, I’m not sure if the version posted on the door did or not. No agenda was available to the public online prior to the meeting. 1/
This is not the first agenda to be posted online late (or not at all). Rule 3.3 of the Commission Rules require that the agenda is posted online in advance of the meeting (2 business days). So far this year, there have been 25 commission meetings. 2/
There are currently only 18 agendas posted. Of the 18, 3 were posted on or after the date of the meeting (judging by last modified date.) I did not count how many were posted before the meeting, but did not give the full 2 business days required. 3/
I was at today’s regular session of the Marshall County Commission. It started at 9, here’s what happened. #folkreporter @FolkReporters 👇 1/
The agenda was not posted online at the time of the meeting. The agenda was posted later in the day, around 2:53 p.m. There was a printed copy available at the meeting. The two agendas are not the same; there were items not on the printed version that were voted on. 2/
The printed copy refers to a regular session (which this was), whereas the online copy calls it a special session. The print approves minutes for Nov. 21, the online version for Nov. 7. Item h (New Business) is not on the print version. 3/
