Rs pitch the idea as the "America first" way to do climate. It could also benefit US companies you may not associate with climate initiatives: oil and gas, chemicals, steel and so on. That's because US producers are usually far cleaner than the competition.

Some of you may be old enough to remember the failed SuperCommittee, the Simpson-Bowles Commission, the Gang of Six, the Bipartisan Talks led by Biden/Cantor and the Gang of Two talks between Boehner and Obama. They all failed and end result was sequestration & no long term plan.

Lawmakers in both parties often want higher pay but rarely want to vote for it. Before 2009, Steny Hoyer and Roy Blunt would team up to find bipartisan votes for the annual COLA.
Congressional salaries have been stuck at $174K since 2009, while cost of housing in DC has skyrocketed.
