Adopting the meaningless Leftist slur of "Neo-Liberal" to describe highly regulated Keynesian welfare states with Cultural Bolshevik characteristics was one of the biggest makes of the modern Right-Wing.
The actual definition of Neo-Liberalism is "new Classical Liberalism." Modern Western economies are heavily regulated (more than ever before in America) and mixed with all sorts of Socialist policies; welfare, redistribution, private-public partnerships, etc. That's not CL.
Modern usage of the term Neo-Liberal came from Leftist academics in the 1990s. This study of journal articles found that the term is almost never defined and used to describe such a wide range of things that it is basically meaningless: link.springer.com/article/10.100… 
Forgot to explain why: "Neo-Liberalism" to a Leftist means "Pinochet Thatcher Reagan destroying the welfare state with evil Mont Pelerin Society Libertarianism" which has obviously not happened and is obviously not an accurate description of Globalism.

By using this term, you are validating the Leftist myth that the Right is in power and that they are the plucky rebels fighting against THE MAN. They use this trick to control the Overton window. Similar to calling Stalin a "Fascist."
