I personally use lasso fill and G-pen for drawing hair. Lasso for basic shapes, pen for additional details
this tutorial is for Clip Studio Paint, however you can do the same in Photoshop. Theoretically you can do the same in Paint Tool Sai, but you have to apply outline later

and because this technique uses white color you don't have to manually select/fill hair yourself, you can just clip a color folder (don't forget to choose "multiply") to your hair folder :D
