Everything in the universe is consciousness intertwined with energy. What is true for the earthly dimension is also true for Divine dimensions. The different deities that are worshipped in Hinduism are not flesh and blood people like us.
They are experienced as Divine energies by sadhak (experienced meditators) who meditate deeply upon them and merge their consciousness with their chosen deity. In a way, that person himself becomes a vehicle for that particular Divine energy.
