THREAD. A huge scandal is brewing with Joe Biden. What we feared two years ago appears to be happening. According to reports, Biden is about to nominate a U.S. Attorney despite overwhelming evidence that she committed federal felony crimes against the most vulnerable people.
Two years ago, in April 2021, news reports suggested Biden was getting ready to nominate Keva Landrum to be U.S. Attorney for New Orleans. At the time, I wrote about how we had uncovered civil rights violations that Landrum committed, and then her nomination we dormant.
Then, yesterday, local media reported that her nomination was back on. As you think about this, you need to know the back story: Keva Landrum locks down nomination for U.S. Attorney in New
A few years ago, we uncovered that Landrum was running a modern day debtors' prison when she was a local judge. She was separating families from their children and parents, and jailing people in brutal conditions as a way of extorting cash payments.
Landrum and other judges were illegally jailing poor people in NOLA if they couldn't pay court debts. They even created a "Collections Department" inside the court to illegally collect debts! When our clients couldn't pay, they were caged. We sued them all. It gets worse.
Judge Landrum and other judges took a cut of the profits to run their courts, creating an unconstitutional financial conflict of interest that destroyed whatever "neutrality" they were supposed to have as judges. It gets worse.
The violations of constitutional rights were so egregious that the federal court in New Orleans issued a judgment against Landrum and other judges declaring that they were violating the basic 14th Amendment rights of some of the poorest people in New Orleans.
Landrum appealed, and a unanimous (conservative) federal appeals court held that her financial conflict of interest violated the Fourteenth Amendment and the simple due process right to a neutral judge.
For years, Landrum and other judges devastated thousands of lives in New Orleans, overwhelmingly Black and indigent people. They then fought us @CivRightsCorps for years in federal court as we tried to stop them. Read more about our case here: civilrightscorps.org/case/new-orlea…
To my knowledge, this would be the first U.S. Attorney ever to serve after a federal court judgment finding that they were rampantly violating federal constitutional rights. And *this* is the person that Biden wants to appoint to "enforce the law."
It is a federal felony crime under 18 U.S.C. 242 to intentionally violate constitutional rights. And because Louisiana keeps secret ethics complaints against prosecutors and judges, we can't know the results of any ethics proceedings into her conduct.
A lot will depend now on @SenatorDurbin and @SenSchumer to see what kind of civil rights legacy they want for themselves. Just incredible disregard for constitutional values by Biden if he moves forward with this nomination.
I want to also add: the DA in NOLA at the time asked the Attorney General to prosecute Landrum and other judges for their crimes. And our case uncovered that they were also using the extorted funds for personal and spousal insurance benefits. Somehow, they were never charged.
This scandal is a fantastic example of how the crimes committed by powerful people are ignored. Eventually, they are lost to history, and the perpetrators are often rewarded. The entire episode--including Biden's role--should be one of the great political scandals of our time.

THREAD. This week, I was in Los Angeles and Houston for two major civil rights cases. Each case raises a question that one would think is no longer relevant to our civilization: can a person be put in a cage solely because they cannot make a cash payment? A few thoughts:
First, we have been litigating and winning these cases across the U.S. for 9 years. And yet, 100,000s of people are still in jail every night, separated from their kids and parents, solely because they lack cash.
Second, in all of our dozens of cases over 9 years, no prosecutor, judge, cop, or government lawyer has ever provided a compelling justification. Most of them don't even try. They mainly focus on procedural arguments about why the constitutional violation can't be fixed.

Yesterday we ended Day 3 of the court hearings challenging the cash bail system in Los Angeles, home to the largest money-based jail facility in the world. Today, our team is in federal court in Houston challenging the cash bail system in Houston, home to the second largest.
Across the U.S., 500,000 human beings are jailed each night prior to trial despite the presumption of innocence. Most of them are confined solely because their families can't make a required cash payment. Only the U.S. and Philippines have a for-profit commercial bail system.
More background on the system being challenged in Los Angeles:

THREAD. The situation in Baltimore is getting increasingly concerning. The new city prosecutor, Ivan Bates, is engaging in a series of bizarre and unethical public stunts to increase the length of prison sentences for the mostly poor people his office chooses to prosecute.
Remember Bates’s weird interview a few weeks ago on WBAL radio? Bates admitted to using the threat of higher sentences to coerce guilty pleas from people whose cases are “going to go ahead and fall apart.” wbal.com/podcasts/chann…
Bates should be under immediate investigation by state ethics officials for these comments, which constitute the admission of a federal felony crime.

There are a number of well-meaning and nefarious people in the larger "progressive" ecosystem who continue arguing for both more cops/prisons *and* more social spending on the proven root causes of violence. These people are obstacles to any change because they ignore a key fact.
Throughout entire history of modern U.S. policing--since its evolution from slave patrols + strike busting corporate squads to repression of civil rights, welfare rights, feminist, reproductive, environmental movements--police have blocked progressive change.
This is not incidental: this is key role that police/prisons play on behalf of people who own things and dominant groups who control the machinery of government bureaucracy at any given moment. Recent concern of police/prisons with "public safety" was deliberate marketing.

One of the facts about our society that has been most obscured is that murder rates are far higher in "red" states than "blue" states over the last several decades.
In 2020, murder rates were 40% higher in Republican states than Democratic states. From 2000-2020, murder rates were 23% higher in Republican states.prisonpolicy.org/reports/pie202…
In general, murder rates are far higher in the U.S. than in countries with lower rates of imprisonment, and far higher in Republican dominated states, which tend to have more focus on punishment and less investment in things like public health.

THREAD. Many progressives are not paying enough attention to what is happening with Cop City in Atlanta. The level of state violence against local people organizing to protect an essential forest from becoming a training center for militarized cops is escalating.
Police, corrupt politicians, and large corporations raised $90 million in private cash to destroy the forest to make way for a place where cops can learn how to do things like urban combat. They have been engaging in the predictable lies. theintercept.com/2023/03/08/atl…
But Atlanta Mayor @andreforatlanta has now aligned himself with overt right-wing fascists in one of the most shameful and consequential alliances in contemporary Democratic political history. Armed cops raided a music festival of ordinary people who oppose forest destruction.
