This is my first time here. Different vibe than county commission. Every member of the council has a laptop and microphone. In addition to mics, no fan in the background. I might actually get to hear them. 2/
Only about 5 people in attendance (including me). Unclear if any have been invited to talk to the council about something. It feels more lively welcoming than county commission. 3/
Started with a prayer (or “evocation”). Agenda was mentioned in the prayer. 4/
People are here to talk about the Future of Moundsville Youth Center, which has been open for 6 months. 205 kids have visited so far. 5/
Says it costs a little over $2,000/ month, or $24,000 a year. Currently Ash Avenue is funding the center. They are hoping to get more people and orgs to donate so that it can be self-funding. Talks about how essential it is to the community; it’s a safe place for kids. 6/
Says that the 200+ kids that have used the center make up 20% of Moundsville’s eligible youth. 7/
City manager updates:
Update on the new municipal building: talking about the concrete removal process (will find 7 news article about why later). Steel removal should take a day or two. Work for the city building half will be able to continue. 8/
Personnel: one fire department opening. 4 police department openings, had 10 applications, one showed up, did not take the test. Parks and rec has lifeguard, desk clerk, and maintenance openings. 9/
May training for city employees was sexual harassment. 10/
To help recruit pool personnel, messages were sent to John Marshall, and it’s in the announcements. Staffing, especially life guards, has been an ongoing problem for four seasons pool. 11/
Vice Mayor Wood asks if the police department has considered part time workers to help with staffing. City manager says they can’t use part time workers for civil service workers. 12/
City manager says they are looking at other options to increase applicants/ get people to show up with testing. He takes the attitude that if people want a job that they’ll meet city where they’re at. 13/
Police chief attributes the 9 people that didn’t show up to test to “unmotivated” people. 14/
Councilwoman DeWitt says that one of the 9 applicants didn’t show up because he couldn’t find the test. 15/
Now considering an ordinance that would make new employees eligible for vacation and increasing vacation for existing employees. Passes 7-0. 16/
Now- ordinance to prohibit ground water drilling. Passes 7-0. 17/
Now moving on to paving bids. Accepted a bid from Klug Brothers (hopefully I spelled it right). They bid under the engineer’s estimate. 18/
Now discussing a road closure at the request of the county commission for the construction of the new health department. City manager says the city has permit marking there, would cost city $2,500 (per month I think). 19/

It was relatively well attended, 12 people in the audience (including me). Two were from the sheriff’s office, two were from the tax office, one was a fiduciary commissioner, one worked on elections, two were from EMS, and three were presumably press. 3/
Guess who has two thumbs, a Twitter and a free morning. Me! I’m at the Marshall County Commission regular session that starts at 9. It was my plan to live tweet it, but no cell phone use in the chambers. I didn’t bring a notebook, so I’ll update from memory after it’s over.

On to HB 3190: Amending the definition of “minor”, which basically allows for sting operations.
They are debating an amendment to a strike and insert amendment. The amendment to the amendment would strike language that creates the offense of marital rape. 33/

Currently discussing HB 3059: Give PSC authority to fine Class I railroads for safety and operational violations. Council notes that this law will likely be challenged in Federal Court as railroads are regulated by Congress. 2/

H.B. 2622 excludes non-english speaking children from WV classrooms, and making it so county boards don’t have to employ ESL teachers to teach these children English. A 🧵 of some of parts of the bill that stood out.
Maybe it’s just me, but this doesn’t read well. The English isn’t Englishing. Maybe “Not speaking a second language” would be better. Anyways, one would hope that you would master your first language before writing a bill discriminating against people learning with their second

The two bills: DNA bill (S.B. 53)
If I understand correctly, the bill would require people being arrested provide a DNA sample upon arrest for certain crimes, as opposed to after conviction.
@lauraforwv proposed an amendment to S.B. 53 to prevent DNA samples to be added into any database until after a criminal conviction, meaning DNA would be collected on arrest, but not added to databases until there is a conviction.
