Pathirana bowled his first over as 12th over of the innings & left the field. He returned after 9 mins & Dhoni asked him to bowl 16th over. Umpire intervened & didn't allow him to bowl.

As per IPL rule, if a bowler left the field for more than 8 mins then he needs to remain on the field for that many mins before he started bowling.

Because at that time, only Tushar Deshpande had 2 overs left apart from Pathirana's 3. Rest bowlers completed his quota. Dhoni didn't want Moeen Ali to bowl against 2 right-hand batters Vijay Shankar & Rashid Khan.
So Dhoni told, he had NO option but to wait for 4 mins and let Pathirana's to bowl. As result there is no financial penalty for CSK but in the 20th over 4 fielders were allowed outside the 30-yard circle instead of 5 fielders.
