Pajeetry can't be explained by economic numbers alone. Delhi States GDP per capita is nearly $7000. That's way wealthier than Tiblisi, Georgia for example. This is Dhagomi, one of the poorest neighbourhoods in Tiblisi vs Rajouri Garden (Middle to Upper Middle class colony).

Per capita income should be above 10,000 USD in Rajouri Garden, so the comparison was really not apt. A good middle class locality in Tiblisi would be Chughureti. Let's compare that with Rajouri Garden now:
