The proceeds are frozen in a UK bank account after the Office of Financial Sanctions Implementation (OFSI) issued a licence permitting Roman Abramovich to sell #CFC. Funds can't be moved or used without a licence from OFSI.
Humanitarian experts outside of Government are responsible for what is being termed a "highly complex process" to establish a Foundation to manage and distribute the proceeds for humanitarian purposes in Ukraine.
Once the Foundation has been legally and practically established, a licence application will need to be made to move the funds to the Foundation and the Government will assess this against the risks of sanctions circumvention.

🚨 BREAKING: Kylian Mbappe has written a letter confirming he will not activate his one-year extension at PSG. Mbappe signed a 2+1 contract and under the terms he had until 31 July to activate the extra year.
If Mbappe failed to inform PSG at all then on August 1 he would have also lost the ability to take the extra year. PSG fuming because the letter was provided to media before the club saw it.
Mbappe's contract, if a new deal is not agreed, will thus end in 2024. PSG have no intention to lose Mbappe for free and this means he could be sold this summer.
