the campaign under the code name 'Khadawmi Operation' upon the ancestral land of the Kukis of Burma. The operation drove over 20,000 Kukis from their homeland by burning their houses down to ashes. And, in the vacated Kuki villages were established the non-Kukis for overtaking
Kuki ancestral land under their might and power.

At that time, all those displaced 20,000 people had dispersed and searching for their kin and families settling in different places and corners in Burma and elsewhere. During that adverse situation, some 50 to 200 people
had fled into Manipur whose near and dear ones were domicile in it were welcomed as refugees by the state government according to the situation faced by them.

At that time, those few people who came into Manipur to their family members, friends and relatives were
provided relief materials by the name refugees in the records. So, that records are used as instruments today to allege the Kukis of Manipur as refugees as a whole is absurd and lack humanity. The majority of those refugees who came from Burma were returned
after the situation had been turned into normalcy. Today those records are used as evidence to tag Kuki people as refugees is inhuman and degrading treatment which is rationally opposed by Universal Declaration of Human Rights.
The political and historical nature of Kuki ancestral territory lies within Indo-Burma and Bangladesh is recorded by GA. Grierson in the Linguistics Survey of India, (1904), Vol.3, part-3, read as:

“The territory inhabited by the Kuki-Chin tribes extends from the Naga Hills
in the north down into the Sandoway District of Burma in the south; from the Myittha river in the east, almost to the Bay of Bengal in the west. It is almost entirely filled up by hills and mountain ridges, separated by deep valleys. A great chain of mountains suddenly rises
from the plains of Eastern Bengal, about 220 miles north of Calcutta, and stretches eastward in a graphical north broadening mass of spurs and ridges, called successively the Garo, Khasia, and Naga Hills. The elevation of the highest points increases towards the east,
from about 3,000 feet in the Garo Hills to 8,000 and 9,000 in the region of Manipur. This chain merges in the east, into the spurs which the Himalayas shoot out from the north of Assam towards the south. From here a great mass of mountain ridges starts southwards,
enclosing the alluvial valley of Manipur, and thence spread south-westwards to the south of Sylhet. It then runs almost due north and south, with cross-ridges of smaller elevation, through the districts known as the Chin Hills, the Lushai Hills, Hill Tipperah,
and the Chittagong Hill tracts. Farther south of the mountainous region continues, through the Arakan Hill tracts, and the Arakan Yoma, until it finally sinks into the sea at Cape Negrais, the total length of the range being some seven hundred miles.
The greatest elevation is found to the north of Manipur. Thence it gradually diminishes towards the south. Where the ridge enters the north of Arakan it again rises, with summits upwards of 8,000 feet high, and here amass of spurs is thrown off in all directions.
Towards the south the western off-shoots diminish in length, leaving a track of alluvial land between them and the sea, while in the north and eastern off-shoots of the Arakan Yoma rundown to the banks of the Irrawaddy. This vast mountainous region,
from the Jaintia and Naga Hills in the north, is the home of the Kuki-Chin tribes. We find them, both sides in the valley of Manipur, and small settlements, in the Cachar Plains and Sylhet.”
Therefore, the Kuki people cannot be termed as refugees in their ancestral land illustrated above. As per their rights, no law can forbid them to move where ever they wanted to move within their territory. There are no International boundaries between,
it's just only an administrative boundary between India, Burma and Bangladesh. So, the responsible government from all sides should not impose any legal obligations between them as per UNDRIP 2007 had guaranteed them as follow:
Article 36 1. Indigenous peoples, in particular those divided by international borders, have the right to maintain and develop contacts, relations and cooperation, including activities for spiritual, cultural, political, economic and social purposes,
with their members as well as other peoples across borders.

Consequently, the rights of the Kuki people cannot censor and no legislation is permitted to impose upon them for objecting to the free rights of their self-determination.
