A newly found document shows that the Obama administration had a negative view of Flynn as early as January 2014, despite his 33 year service.
This attitude carried over into the Trump administration, with holdover officials going after Flynn. Was the Obama administration using the Russia question as a lever against Trump to keep DOJ and Intel officials in their offices long enough to secure an impeachment?

2/ Looking back at the 2020 document declassified by Ric Grenell and sent to Chuck Grassley's office, it shows that Samantha Power requested the unmasking of American names from classified documents as early as November 30, 2016—before the calls with Sergei Kislyak even happened.
The memo points out that it's a "list of recipients who may have received Lt. Gen. Flynn's identity" in an unmasking request.
Unsurprisingly, “the FOIA releases, coupled with other evidence scattered throughout more than 1.2 million pages of discovery, reflect close participation in the investigation by NARA and Biden Administration components such as the White House Counsel’s Office, as well as senior officials at DOJ and FBI.”
