PM Modi doesn't have the political capacity to implement UCC. For that he will have to ruffle too many feathers which in itself is a dangerous proposition for any megalomaniac power hungry ruler.

The biggest obstacle will be the North East. The same NE where PM Modi has spend much political capital. The Bordoloi recommendations continues to be lump in the throat. Meghalaya CM has already opposed UCC. The NE tribal areas will never welcome UCC with open arms.
Another critical area is bringing parity between the heteronormative society and the LGTBQ+ wrt marriage, divorce & inheritance.
This was the major concern for SC as well during the hearing of marriage equality petitions. You can't pick all the rose without touching the thorns
Reservation doesn't fall under the purview of UCC. But it will a first step towards doing away with affirmative actions. Remember SC has repeatedly said that it is not a fundamental right and it has to be obliterated in near future.
Can Modi afford to anger the SC/ST OBC?
Will the SC/ST OBC community in UP, MP embrace UCC with open arms? Perhaps, they will not. It will be perhaps naive of Mr Modi to unsettle the caste dynamics BJP has build over the years in the Hindi heartland.
The fiercest opposition will certainly come from the Dravidian land.

So ostensibly EAM reached out to Indian American Representative Ro Khanna to let PM Modi address US Congress. It's pretty evident that RaGa visit has frustrated Modi. PM's self aggrandizement comes at cost of compromising Hindutva and his own self respect (if there is any).
