TUCKER: If you could speak to the American people, what would you tell them?
PUTIN: Firstly, I would tell them Russia is not your enemy. We were allies in WWIi. We became close friends after the Cold War ended. We went into space together. Russians settled Alaska and California
PUTIN: We are not enemies. We have no reason to be other than certain vested powers wish it. It is historically not destined that we fight. It is not something Russia or I want. The average Russian looks highly upon the United States, but we don't like the anti-Russian politics.
TUCKER: We will come back to Ukraine but let me ask you a couple of questions on issues Americans are also concerned about -
PUTIN: Please, by all means.
TUCKER: How do you feel about President Biden?
PUTIN: I want to be diplomatic but we don't believe he is running the country. We have sources which confirm it. I'm sure it is plain for you to see as well. He struggles to speak and is unsteady. He looks lost.
TUCKER: So if Biden isn't running things who is?
PUTIN: Again, you know this answer well. It is the same people who run things regardless who is elected. It is a power structure that goes beyond the presidency. Biden is merely a figurehead. He is a vessel through which the work
