“Presidential Findings” deal with the President being able to authorize covert action in the name of national security.

According to 50 US Code 3093:

The Findings claim witnesses and cyber experts found foreign interference in the election BEFORE, DURING & AFTER it happened.

Obviously the voting machines and physical records were not seized, but could the Findings have justified PART of the actions that actually took place?
