There's a short answer and a long answer but since some people have been asking recently, I guess the long answer might help.

I was once asked whether or not One Piece anime scenes or dialogue can be considered canon. Just kidding, like 20ppl ask me that a day. So, let's talk a little bit about that. If anything I'm saying is off, feel free to add a qualifier @henry_thurlow
I can only comment from experience and that experience includes unofficially consulting on the anime and merchandise front, being involved with Toei on a freelance level for the past 8 or so years. I'm aware of editorial-side opinions on the animation, as well as from the creator
So are original or even just 'important' One Piece anime scenes/dialoque series canon? After all, Oda has to sign off on it right? The answer isn't a simple one but the tldr version of it is not one many hopefuls scrounging for power-level battles will be happy with.
Miracle Drug for Zoro is awesome and if you don't think so, you might not be thinking about Oda's health. Bold statement but I've gotta qualifier in there so make sure you read it, *MIGHT*. I'll explain.
Hackneyed or not, the miracle drug would allow Zoro to pop back in and get a duel. Does he need one? I don't think he does. Would it be cool if he had one? Yes, I do. My thoughts are more complex but that's not the crux of the topic.
Post duel, the side-effects of the drug gives Oda a method of definitively nerfing Zoro for *however long as he wants*. Normally if Oda nerfs Zoro, the outcry (not just from the power-level-hungry West) even in Japan would be deafening.

What this suggests, at this point, is that Oda is *probably* prepping us for some form of relevence to the overarching story. I cannot imagine him attributing any relevence to its existence, in this way, without having at least something up his sleeve.
However, temper expectations with the knowledge that Luffy can stretch entirely because Oda thought it would be funny if:
A. His main character could stretch
B. It's unexpected as a power
That is to say, while this may be an idea Oda has had in mind for 20+ years, it's very likely that it's importance was molded to the story, rather than the other way around.
I've been alerted that something fishy is going on with the DMCAs. I'm going to look into it. It's one thing if they're coming from Shueisha, it's another if there's another entity behind it masquerading as them.
Also, I haven't asked anyone at Shueisha to confirm whether or not it was their work, but just the same, I'm very much aware of a case that is looking towards changing fan interaction one way or the other. Sooner rather than later.
Let's look at a few suspect aspects from both angles:
