KNOW ALL MEN BY THESE PRESENTS:
I, GLENN A. CHONG, Filipino, of legal age, and a resident of Valle Verde 5, Pasig City, Philippines, after having been sworn in accordance with law, hereby depose and state that:
1.I am a former congressman of the lone district of Biliran;
2.I have been advocating for honest and credible elections since the advent of the automated national and local elections in 2010;
advocacy is focused on exposing -
a.The fraudulent election system of, and the systematic cheating of our votes by, Smartmatic and/or its
b.affiliates/subsidiaries;
c.Their wanton and unabated violations of the applicable election laws, especially those involving the mandatory security features of the election system; and
d.Their stranglehold of the procurement process as shown by their monopoly of practically all election and related contracts in the 2010, 2013, 2016, 2019 and 2022 national and local elections;
the course of my advocacy spanning over thirteen years -
a.I attended numerous hearings of several committees of the Senate of the Philippines as resource person on automated elections and related issues;
b.I gave lectures/presentations to a wide range of audience across the country showing the anatomy of fraud perpetrated by Smartmatic and its cohorts, and the evidence thereof;
c.I authored a position paper on voter receipt (VVPAT1) which

Inc ., and Richard Gordon, as Chairman of Bagumbayan-VNP Movement vs The Comelec,2 a Petition for Mandamus seeking to compel the Comelec to issue the voter receipt;
d.I acted as resource person in the oral arguments before the Supreme Court in the same case; and
e.I published countless write-ups and gave numerous interviews on automated election manipulations, public vigilance and electoral reforms in both mainstream and social media, both in the Philippines and abroad;
2016, I was consulted by the political campaign of a presidential candidate in the United States of America on the issues of automated election manipulation and Smartmatic;
2019, I was also consulted by a technical consultant of the political opposition in Argentina regarding the issue of election fraud involving Smartmatic;
7.A day after the 9 May 2016 national and local elections, I was summoned to the campaign headquarters of Ferdinand R. Marcos, Jr. (Bongbong) by former Rep. Jonathan A. Dela Cruz to shed light on the tweaking of the transparency servers used during the tabulation of the votes; there, I met the candidate and his wife, Louise A. Marcos (Liza);
8.Thereafter, I was made to face both foreign and local media to explain and answer questions about what happened on the night of the vote canvassing;
9.Over the next six years, I worked with Bongbong and Liza (collectively, Marcos couple), their lawyers, and practically all of their staff who were involved in the electoral protest filed by Bongbong against then Vice President Maria Leonor G. Robredo;
10.Along with the Marcos couple, our select group of six individuals ("techies") regularly and privately met over dinner at the couple's house in Forbes Park and, at other times, at the office of the law firm of Liza in Bonifacio Global City; we met for discussions of technical issues, brainstorming and crafting of strategies, updates and socials;

11.I assisted the Marcos couple, their lawyers and their staff in many different ways without any compensation or expectation of reward because Bongbong's electoral protest was at the core of my advocacy; I firmly believed that Smartmatic manipulated the 2016 general elections as it did in all previous and subsequent general elections;

12.On 31 July 2018, I testified before the Senate of the Philippines concerning the anomalies and fraud involving the Smartmatic automated election system in the 2016 national and local elections;
13.Among many others, I testified and produced the evidence involving the electronic transmission of election results in 459 precincts one day before election day; as shown in the records and footage of the hearing, both the Smartmatic and the Comelec were miserably unable to explain the phenomenon;
14.On 22 October 2018, in compliance with an order, I filed a 250-page Comment with the Presidential Electoral Tribunal (PET) in the protest case of Marcos, Jr. vs Robredo;
my Comment, I detailed the anomalies and fraud of the Smartmatic automated election system in the 2016 national and local elections; I attached all the evidence obtained from the election system itself; significantly, the PET did not sanction me for allegedly violating the rule on sub judice, neither did it issue a gag order which was urgently pleaded by the respondent;
16.On 26 November 2018, I filed my Certificate of Candidacy as a substitute candidate for senator in the 2019 national and local elections; my avowed aim was to bring the issue of automated election fraud by Smartmatic into the fore of national attention and discussion; my candidacy would provide me greater visibility and an amplified platform to advance my advocacy;
17.However, on 9 December 2018 -
a.133 days after I testified in the Senate of the Philippines;
b.48 days after I filed my 250-page Comment to the PET; and
c.13 days after I filed my Certificate of Candidacy in substitution,

my trusted and long-time personal/security aide, Richard Y. Santillan (Richard), was mercilessly tortured, and "brutally and brazenly"3 killed by twenty police officers;
18. To be clear, I have no known enemies except Smartmatic and its cohorts; while the politics in Biliran were at times unruly and heated, I have not run for any elective position there or elsewhere for years prior to the incident; thus, to my mind, the incident was a clear case of "selective terrorism"4 perpetrated on a person very close to me in order to frighten me into submission and silence;
19.During the memorial service for Richard, the Marcos couple extended their condolences and sent flowers; less than three weeks after the incident, Liza summoned me to her office and offered to pay for two of my new security aides for the next six months; she deposited their salaries directly to my bank account from January to June 2019;
20.Sometime before the pandemic, in one of our private gatherings at the couple's house in Forbes Park, Bongbong asked who among the eight of us in the dining table had paid the highest price in the fight against Smartmatic; I replied that I probably had paid the highest price with the life of Richard; Bongbong readily agreed;
21.Towards the end of October 2021, after Bongbong had filed his Certificate of Candidacy for president, Liza summoned me to her office; as we ate lunch together, she requested my presence at the Marcos campaign headquarters for "even just twice a week";
22.After she made the request, she asked how much she would have to pay me; I readily assured her that I will be present at the Marcos campaign headquarters two days each week at the minimum until election day, and that she did not have to pay me anything;
23.I reminded her that I have been truly grateful when she paid for two of my new security aides for six months in 2019; since I have volunteered to help the Marcos couple in line with my advocacy, without any compensation or expectation of reward, her gesture wasmore than enough for me;

24.Before we ended our lunch, Liza promised me that if Bongbong is elected as president, I will be appointed as commissioner of the Comelec, then later, its chairman; I thanked her for her promise;

25.I started my duty at the Marcos campaign headquarters along EDSA in Mandaluyong City by the middle of November 2021; I was there twice a week until it became almost daily towards the end of the campaign period;
26.On 10 December 2021, I received SMS5 from the secretary of Liza requesting me to attend a meeting with Smartmatic; it was Liza who instructed her secretary to relay the request to me; the meeting was scheduled at 6:00 in the evening at 5600 South Super Highway corner Arellano Street; unfortunately, I was not able to attend the meeting;
27.The next day, I found out that the meeting was between the representatives of Liza, supposedly including myself, and the officials of Total Information Management Corporation (TIM Corporation) at the latter's office; TIM Corporation is the joint venture partner of Smartmatic; they formed Smartmatic TIM Corporation for the automated elections in the Philippines;
28.Between the middle of November 2021 to the middle of March 2022, I worked at the 6th floor of the Marcos campaign headquarters; this is one floor below the restricted offices of the candidateandhis top campaign officials; our unit was designated as the Vote Protection Unit (VPU); only a small office separated our unit from the office of Liza;
addition to my duty at the Marcos campaign headquarters, I also went to the provinces of Nueva Ecija, Zambales, Laguna, Iloilo and Guimaras to actively campaign for Bongbong;
January 2022, upon the request of Partido Federal ng Pilipinas, I set up the Marcos campaign headquarters in Biliran in my family's commercial building; I paid for the utilities and the allowances of the volunteers manning it and those campaigning for Bongbong in Biliran; I informed Liza about this matter and she thanked me;
31.Sometime after 7 March 2022, and before our unit wasfully transferred to a bigger office at the Cybergate Plaza across the Marcos campaign headquarters on 21 March 2022, I was scheduled for a one-on-one meeting with Liza;

32.When I arrived at the VPU that afternoon, I saw Atty. Ivan E. Uy (Ivan) and Atty. Hubert B. Guevara (Hubert) at the conference table; Ivan and Hubert are part of the VPU and the select group of six individuals ("techies") who regularly and privately met with the Marcos couple over the years; when I was called for my meeting with Liza, they also came along with me to her office;
33.The first to get inside the office was Ivan, followed by Hubert and myself; Ivan seated himself at the farthest end of the conference table, to the right side of Liza who was standing on the other side of the table; Hubert seated himself closer to Ivan, almost directly opposite to Liza; I seated myself at the other end of the table opposite to Ivan, to the far-left side of Liza;
Liza was standing on the other side of the table and facing Ivan and Hubert, she declared the following: "Guys, I have a meeting with the owners of Smartmatic. I need two technical guys to come with me.";
35.Then, she suddenly turned around to face me, emphatically pointing her finger at me, and blurted the following: "But not you because they hate you so much."; at that point, I already knew what the meeting with the owners of Smartmatic involving "two technical guys" will be about;
36.Smartmatic had to reach out and talk to Liza, as much as Salome danced before Herod, in order to neutralize me, as did John the Baptist lose his head;
37.I found out later from my source at the Bureau of Immigration that one "Pi?ate Martinez, Roger Alejandro", born on 22 April 1975, Venezuelan citizen, arrived in the Philippines on 17 March 2022 and departed on 5 April 2022; thus, "Pi?ate Martinez, Roger Alejandro" was in the Philippines at about the time Liza declared that she is meeting with the "owners of Smartmatic";

38.The information further shows that he returned to the Philippines on 19 April 2022 and departed on 23 April 2022; he arrived again in the Philippines on 3 May 2022 and departed on 18 May 2022; thus, "Pi?ate Martinez, Roger Alejandro" was in the Philippines days before and after the 9 May 2022 national and localelections;
39.Furthermore, I searched the register of Companies House, it is an executive agency responsible for incorporating and dissolving
limited companies and making company information available to the public; it is sponsored by the Department for Business and Trade of the United Kingdom;
search reveals that one "Roger Alejandro PINATE MARTINEZ", born in April 1975, Venezuelan citizen, is an active director of SGO Corporation Limited (Company No. 07477910), located at 88 Baker
41.Street, London, United Kingdom W1U6TQ;
42.The same register further shows that SGO Corporation Limited is a private limited company engaged in the activities of head offices; it was incorporated on 23 December 2010; its previous company name is listed as "SMARTMATIC LIMITED" covering the period from 23 December 2010, when it was incorporated, to 24 November
43.2014, when it changed its name;
44.Similarly, I searched the LinkedIn website; it is a business and employment-focused social media platform; it allows its over 750 million members to manage their professional identity, and build, connect and engage with their professional network across the web;
search reveals the profile of one "Roger Pi?ate" as "President of Smartmatic"; it shows that he obtained his education at the Universidad Sim?n Bolivar, a public but prestigious science and technology institution in Caracas, Venezuela; it also shows that he spent the last 23 years, since 2000, working for Smartmatic as its Chief Operating Officer (2000-2018) and President (2018-Present);
46.Furthermore, the same profile claims the following: "About 20 years ago I used my degree in electronic engineering to help me write the source code for first voting machine for a company called Smartmatic that I had co-founded with several other engineers. Today, I am the company's president and Smartmatic is the world leader in election technology.";
47.Without any doubt, Liza, with the invaluable assistance of her "two technical guys" and to my specific and vehement exclusion, indeed met with Roger Alejandro Pi?ate Martinez, the "owners of Smartmatic" per the revelation of the former, or "co-founder" of Smartmatic as admitted by the latter;
48.Their meeting took place during the heat of the election campaign and less than two months before the 9 May 2022 national and local elections; more specifically, it occurred between 17 March 2022 and 5 April 2022 when Roger Alejandro Pi?ate Martinez was in the Philippines;

bears stressing that their meeting was not only secretive or sensitive enough that any opponent of Smartmatic, like me, has to be specifically excluded from the meeting, but was also highly technical in nature; however, it is grossly unfair to the other presidential candidates and the voting public, and highly immoral/ unethical, if not outright illegal;
48.Pointedly, Liza previously requested me to attend a meeting with the officials of the joint venture partner of Smartmatic (TIM Corporation); this is so because there was no prohibition against me; however, Liza had to emphatically excludeme from her meeting with the "owners of Smartmatic" because the latter obviously and specifically requested for my exclusion;
49.Salome could not have danced so suggestively in front of Herod if John the Baptist was around to watch the spectacle;
50.On the other hand, on 8 March 2022, I received SMS from the secretary of Liza requesting me to meet the "Marjoritas Team" the following day at the Marcos campaign headquarters;

51.On 9 March 2022, I met the members of the "Marjoritas Team" who were engaged by Liza; the members were actively working on election campaign strategies at the Marcos campaign headquarters; I met three of them who were all foreign nationals;
52.The one who appeared to be the head of the team was a former member of the parliament of Greece while the other members were Adina Constantinescu and Lucian Leca; they interviewed me lengthily about the election process in the Philippines, the fraudulent machinations of Smartmatic and the effective ways to counter its automated cheating apparatus;
53.On 21 March 2022, the VPU was transferred to Cybergate Plaza; it occupied the entire 10th floor; from then on, I reported for duty at the Cybergate Plaza; I observed that the "Marjoritas Team" also worked at the Cybergate Plaza;
54.The last day of my duty at Cybergate Plaza was on the day of the elections, 9 May 2022; the VPU was supposed to receive the transmitted image of each and all election returns throughout the country as gathered by our thousands of vote protection officers as fast as possible; it was our primary means to quickly count and protect the votes for Bongbong and his running mate;

55.However, despite the millions of pesos and thousands of manhours invested in setting up the system and its support infrastructure in the field, it spectacularly failed as if on purpose; I was never surprised; in fact, I already expected it;
56.Nevertheless, at around 7:30 in the evening of election day, the invited guests of the Marcos couple started arriving at the 10th floor of Cybergate Plaza; by past 9:00 in the evening, the Marcos couple, their invited guests and campaign staff started celebrating the apparent victory of Bongbong;
57.Roughly a fourth of the 10th floor was prepared for the victory party beforehand; tables and chairs were laid out; food and drinks were set up in two sections; lights and sound system were installed;
58.After I left for home at 3:00 in the morning of the following day, having fulfilled my obligation to the Marcos couple, I never set foot at Cybergate Plaza or at the Marcos campaign headquarters ever again;
59.Despite the promise of Liza regarding my appointment to the Comelec, I did not file any application with the Marcos administration for any government position because I knew I was already traded by Liza to Smartmatic;
60.However, on 5 June 2022, Hubert called me up; he instructed me to file an application for the vacancies in the Comelec; following his instruction, on 8 June 2022, I submitted my application letter and curriculum vitae via electronic mail to the electronic mail address he gave me;
first, it was not acknowledged by the Office of the PresidentElect; after more than a week, I called up Hubert to inform him that my application was not acknowledged; a day or two later, or on 20 June 2022, it was acknowledged;
62.When the three vacancies in the Comelec were filled up by Bongbong in July, August and September 2022, without appointing me, I never complained; it just reinforced my belief that I was traded by Liza to Smartmatic;
63.With Smartmatic having satisfactorily delivered its end of the bargain, it will get its way to block me in the Comelec; Smartmatic knows that it cannot co-opt me ever into perpetually defrauding the Filipino electorate of its right of suffrage and breeding a perpetual

cycle of rampant corruption in our election/political system through systematic automated election fraud;
64.On 5 November 2022, Hubert (appointed Senior Deputy Executive Secretary [SDES]) and Ivan (appointed Secretary of the Department of Information and Communications Technology [DICT]) set up a dinner meeting with me at Wolfgang's Steakhouse in The Podium in Pasig City;
65.During the meeting, Hubert and Ivan offered to me the post of commissioner of the National Telecommunications Commission (NTC); it is an agency under the DICT which is responsible for the

71.After giving it a thought, I accepted the offer; Hubert instructed me to write an application letter and submit it with the other requirements; I promptly refused to write the letter telling him that I had already written once and had been rejected thrice; I emphasized that I am not going to write again, take it or leave it; Hubert waived the particular requirement;
72.After we had dinner, Hubert took a selfie of ourselves and sent it to Liza; I realized that Hubert and Ivan were not in any position to offer the post to me unless it was already approved by Liza; that is why Hubert had to inform her through the selfie that the offer had been relayed to me; the following day, I sent SMS to Liza thanking her;
73.On 22 November 2022, in reply to my SMS, Hubert informed me that they are waiting for my submission of the required documents;
74.On 9 December 2022, Ivan called me up to inform that Bongbong had already signed my appointment as commissioner of the NTC and that I will just have to wait for the announcement;
75.On 13 December 2022, Hubert sent SMS to inform me that they are waiting for confirmation of the appointment;
76.On 3 January 2023, in reply to my follow-up, Hubert advised me to wait and see because Ferdinand Martin G. Romualdez (Martin) and Bongbong need to talk about the appointment; he was implying that Martin was blocking my appointment; this was later confirmed separately by Ivan;

72.On 11 January 2022, a colleague sent SMS to inform me that my name was no longer in the list by the end of December 2022 though she was "pretty sure of the appointment"; I was advised to talk directly to Liza;
73.However, knowing with certainty that Smartmatic will definitely and vehemently oppose my appointment, I did not talk, or even attempted to talk, to Liza; neither did I make any follow-up with Hubert and Ivan;
74.Realizing that the NTC has regulation, supervision and control over the telecommunication companies' facilities/services, Smartmatic believes that I will be in a crucial position to observe and secure evidence of the flow of the election results transmissions in the 2025 and succeeding general elections; thus, it knows it cannot get away with cheating the elections while the NTC is under my watch;
75.On 10 February 2022, I read in the news that another person was appointed commissioner of the NTC; I sent SMS to Hubert and Ivan pointing out that they should have given me the courtesy of a short notice that I have been rejected a fourth time;
76.Pointedly, the four rejections of my applications, which were not initiated by me but by the representatives of the Marcos couple, were evidently, consistently and directly related to elections as well as the Smartmatic and theComelec;
77.Hubert replied to assure me that Bongbong had instructed him to find another government position for me, and that he is getting the updated list of vacancies; he set a meeting with me the following week to discuss the matter;
78.I replied to Hubert that it is quite obvious to me that Smartmatic, having satisfactorily delivered its end of the bargain, will always get what it demands so I have decided to dissociate from the Marcos couple for betraying the country and its people; I told him that I will meet him to clearly lay my terms of disengagement;
79.Dismissing my grievances, he replied that he will get the updated list of vacancies first so he can show it to me when we meet, and work it out with me; I candidly told him twice more not to bother about the list as I am no longer interested.

80.On 18 February 2023, I met Hubert at Emilia, a restaurant outside the Malacanang complex, instead of his office at the palace; I firmly refused to set foot therein because I was not begging for a government:position;
81.During the meeting, Hubert indicated several times that he had the updated list of vacancies for me to choose from but I firmly refused to even take a peek at the list, or even show any interest thereon; I repeatedly told him that I will not beg for crumbs; I emphasized to him that I have everything to lose if I do not speak while they have everything to gain with my silence;
82.I frankly told Hubert that, in a bid to prevent Smartmatic from perpetually controlling our election/political system, I will disclose to the public what happened during the meeting with Liza at the Marcos campaign headquarters in March 2022;
83.Anticipating retribution from the Marcos couple for exposing them, I also laid down to Hubert my "red line" and warned them not to cross it; we scheduled a secondmeeting;
the second meeting, Hubert and Ivan met with me at Emilia; they offered that I head the Task Force on Ending Hunger; I flatly refused telling them that it will only set me up for failure because it is merely a "band-aid" solution; I reiterated that I do not want to serve under the Marcos administration;
85.They asked what I want in exchange for my silence; I replied that if Bongbong will publicly denounce Smartmatic, and the Comelec proceeds to blacklist it in such a way that it cannot participate in the 2025 general elections and beyond, I will not pose any further problem for their principals; I promised them that I will go into selfexile abroad for the next six years; we scheduled a third meeting;
86.On 26 February 2023, I sent SMS to Hubert reiterating my offer that if Bongbong will publicly denounce Smartmatic, and the Comelec proceeds to blacklist it in such a way that it cannot participate in the 2025 general elections and beyond, we have a solution;
87.Pointedly, my proposed solution is based on the fact that when Bongbong was protesting his election defeat, he categorically and publicly denounced Smartmatic in a press conference as selling a cheating system, not an election system; thus, it is not impossible to ask him to do it again this time when he is the president, unless Smartmatic has become sacrosanct to the Marcos administration;
88.On 27 February 2023, Hubert and Ivan met with me at Emilia for the third time; they frankly told me that my proposed solution is not

feasible as their principal (Bongbong) will not do it; Hubert offered that I meet with and talk directly to Bongbong; realizing the futility of the situation, I refused;
89.Thereafter, they assured me that they will work behind the scenes instead to effectively eliminate Smartmatic from the elections or prevent it from cheating the elections;
90.I did not believe them; instead, I proposed another solution, wanting to test whether it was really Martin who blocked my appointment as represented by Hubert and Ivan; I told them to tell Martin to make it up with me by making me a congressman through the party-list system; I explained to them step-by-step how it can be done; we scheduled a fourth meeting;
91.After the third meeting, I came to a firm and honest belief that Liza, with the knowledge of Bongbong, indeed cut a deal with Smartmatic in March 2022 involving the election of her husband and her son; in return, Smartmatic was able to detach me from the Marcos administration and secured its power to control and manipulate the general elections in 2025 and 2028, and even beyond;

92.On 7 March 2023, I met Hubert for the last time at Emilia; we discussed again the first and the second proposed solutions; I strongly impressed to him that I will never agree to any watereddown version of the first solution as they proposed to me; there being an impasse on the first solution, we agreed that he will work on the second solution;
93.On 1 April 2023 (Saturday), Hubert sent SMS asking if I will be available for a meeting with Martin the following Monday or Tuesday; I replied that I will make time whichever day is convenient for him;
94.On 3 April 2023 (Monday), Hubert sent SMS informing me that
95.Martin already left for New York and will be back by the end of the month;
96.On 18 April 2023, Hubert sent SMS informing me that Martin will meet with me on 9 May 2023;
97.On 7 May 2023, Hubert again sent SMS informing me that Martin is in London, and that he is waiting for confirmation of the meeting; I informed him that I will be travelling abroad;

97.On 18 May 2023, I left for Singapore and Maldives; while abroad, Hubert instructed me to inform him once I return to the country;
98.On 30 May 2023, I sent SMS to Hubert informing him that I have arrived back in Manila; except for acknowledging my SMS, I did not hear from him again;
99.Given the foregoing circumstances, I have come to the conclusion the it was not Martin who blocked my appointment as commissioner of the NTC, rather, it was Smartmatic and its cohorts;
100.Finally, bolstering my firm belief that the Marcos couple cut a deal with Smartmatic in the run-up to the general elections in 2022 is the conspicuous absence of electoral reforms in the agenda of Bongbong as reflected in his State of the Nation Address in 2022 and in 2023;
making this narrative of facts and events, I am motivated by nothing more than my loyalty to my advocacy for honest and credible elections which I have persistently carried on for over thirteen years now, regardless of the circumstances I find myself in or the personalities involved;
102.I sincerely believe that Smartmatic is a continuing serious threat to our national security and an insidious evil that breeds a perpetual cycle of rampant corruption in our election/political system through systematic automated election fraud; and
these disclosures, we strive to finally rid ourselves of Smartmatic and its cohorts, and liberate our country and people from their clutches of evil.

How the Marcos-Romualdez faction checkmated the Duterte-Arroyo faction:
1. Arroyo wanted to be Speaker but BBM chose his cousin, Martin Romualdez instead.
2. Sara Duterte wanted to be appointed as DND Secretary but BBM appointed her as DepEd Secretary instead.
