SB Mtg Open 🧵 For the 2nd week in a row, the school board encounters technical problems when it's time to play a video from Stephanie Lundquist Aurora.
Earlier, many students spoke eloquently in favor of a varsity boys volleyball program.
During academic matters, Dr. Reid updates FCPS's compensatory services efforts (provided due to FCPS violating the civil rights of students w disabilities).
-FCPS provided $5.5 million & 27,000 comp. service hours.
-FCPS is 97% complete & has been granted an extension from DOE.
SB member @Megan4Schools notes that the backlog in processing compensatory services claims has been frustrating to families.
Ms. McLaughlin blames DOE for the structure of the settlement & urges FCPS to better communicate w families about their efforts to process claims.
The student rep speaks on behalf of numerous topics:
-furthering student-led efforts to close STEM technology gap at FCPS elementary schools.
-setting consistent grading policy divisionwide based on evidenced based practices.
-more accomodations for prayer spaces.
-renaming Woodson HS (named after segregationist)
Dr. Reid touts record numbers of National Merit semifinalists & commended students, a response to/win for parents that pushed back against FCPS's past efforts to not celebrate kids' accomplishments.

In fact, FCPS's student pop. is still well-below where it was prior to the decision to close schools, & is far-below where the pop. was projected to be.
@Megan4Schools The SB passes new executive expectations for the Supt., which among other things requires the Supt to provide an annual monitoring report aligning with enumerated expectations during a public meeting & enables the board to request a corrective action plan, if needed.

@Megan4Schools Neither member admits the reason for these lengthy, late mtgs: late start times coupled with numerous, nonbinding resolutions & proclamations that are often accompanied by treacly, but meaningless, speeches.
These waste the public's time...
@Megan4Schools Our idea: relegate these proclamations/resolutions to 1 mtg a month, where these are the only thing on the agenda.
That way busy parents can pay attention to meetings where the important business of our schools is actually discussed & voted upon.

During the strategic plan segment, Dr. Reid announces that going forward FCPS will be putting together a monthly strategic plan video, essentially a monthly puff piece video.
It's not clear why these resources can't be used for more direct support of students.
Dr. Reid announces a new dept to focus on monitoring & executing the strategic plan.

Ms. Tholen ("a respecter of all") appears to be a stop-gap, compromise choice (on a schoolboard with many interpersonal conflicts), as she plans to step down at the end of her term in December 2023.
The SB elects Karl Frisch as the Vice Chair.
Mr. Frisch ran for a state delegate position but was defeated in a primary (despite massively out-fundraising his opponent) due to parents upset with Mr. Frisch's support of closed schools & lack of responsiveness to constituents.
The SB passes a stop gap schedule for SB meetings in the '23-'24 school year, subject to further negotiation down the line.
It's 9:30 pm and the SB is just now getting to community participation. This may be a new record.

The SB takes a 5 min break, following lengthy speeches by almost every member on various proclamations.
The delay means that votes on the equity policy & giving themselves a raise won't happen until the late evening hours after the public has mostly stopped paying attention.

The equity policy is cited as needed to go "deeper" & "more specific" than the 1 Fairfax policy to address "disproportionate outcomes" resulting from historical "marginalization" & "systemic" barriers.
The assumption is that "disproportionate" outcomes are the result of systemic barriers that must be removed so all students can achieve their best.

Several SB members seek a better definition of equity.
This is a struggle b/c these concepts are often deliberately nebulous to allow preferred actions w/o compelling unfavored ones. E.g., when FCPS ignored equity to propagate some of the longest school closures in the nation.
In a surprise move, @AbrarOmeish abstains from voting for the Pride Month resolution.
While expressing support for LGBTQ students & opposition to hate, Ms. Omeish expressed concern w an atmosphere of cancelation, fear & polarization she says is preventing dialogue.
More than an hour into the mtg & the SB is still giving lengthy speeches in support of various proclamations.
Apparently, the rule change to stop lengthy SB member speeches for every recognition/non-binding resolution has been interpreted as not applying to proclamations.
The rule change was designed to respect families' time by preserving the recognitions while stopping the lengthy, virtue-signalling SB speeches that pushed important SB business into the late hours.
Carving out proclamations from the rule change has effectively gutted it.
@FCPSSupt highlights that parents will soon receive VVAAS progress reports from @VDOE_News showing how students' performance compared to other students. Dr. Reid notes the report won't include the '23 SOL scores.
Seemingly concerned that providing historical SOL scores will reflect poorly on FCPS (e.g., its decision to close schools), several SB members complain that the data is out of context & won't include the most recent SOL scores (which haven't yet been released).
During the superintendent matters segment, Dr. Reid notes she attended a charity chess tournament organized by @RachelCarsonMS students to aid children victims of the Turkey & Syria earthquake.
At the tournament, Dr. Reid played a Rachel Carson MS Chess Expert.
