🧵5 things we know about police misconduct only because @MarylandOPD was bold enough to start tracking it. A THREAD ⬇️
1/ There are special teams made up of 79 officers in the Baltimore police dept. that have collectively been investigated over 700x. The 15 supervisors have 260 investigations, an average of 17 per officer. This is supposedly a “reformed” unit after a huge corruption scandal. Image
2.1/ Police disciplinary systems are very ineffective. E.x. Joseph Donato allegedly had at least 66 complaints & dozens of investigations while at BPD. He was accused multiple times of beating ppl in the head w/ a radio. He's also allegedly shot 6 dogs while on duty.
2.2/ In multiple cases, internal affairs sustained allegations against him, but a police trial board held him not responsible. Lt. Donato now polices students at Anne Arundel community college. Luckily, bc of the database, his history isn’t wiped clean
3/ Problem officers still make arrests & testify all the time. One Baltimore officer was reported by 3 separate officers for integrity issues & profiling. Despite having 42 use of force allegations & 34 internal affairs allegations, he's the arresting officer on 25 active cases Image
4/ Prosecutors still do not track police misconduct like they should & they certainly don’t disclose it as required. In one case, MOPD only knew an officer had a sustained PERJURY charge bc of a poorly redacted memo. Here are three other examples:

5/ Defender databases help clients get better outcomes at every stage of a case, expose problematic officers, prevent wrongful convictions, and fuel a cycle of accountability into the legal system. Every defender needs to start one. You can read more here: bit.ly/3LvHI7n
I've now spent 10 years setting up database to track police misconduct across 9 states. I know they are a powerful tool to change the system and I firmly believe every defender should have one. The software is already built, you just need to get in touch @ techtivist.com

In this witness piece, Chantel, a teacher from Mott Haven who attended the protest, recounted to us a harrowing scene. She described getting hit in the face with a baton, splitting her lip. "I remember hearing someone’s bone break. I never heard someone’s bone break before that.”
She grabbed onto a stranger next to her "As Im holding him I can feel the impact of the batons hitting his back & that rly traumatized me. Here I am holding a Black man as he was being beat on his back. Every time he got hit, I felt the hit & now Im feeling his tears on my face."
"I just kept telling him, “I got you, I’m not gonna let you go” and he just rested his chin on my forehead and held me tight."

New @hrw report details how Mayor Bill de Blasio @NYCMayor & NYPD Commissioner Shea @NYPDShea, knowingly & repeatedly told lies & spread false information to justify their abuse of peaceful protesters in Mott Haven on June 4th. Here's a breakdown: (1/16)

Before the protest even started, the fear mongering began. The 40th Pct Community Council warned about a "credible threat against the district" claiming the organizers have a reputation of planting bricks. There's no evidence of this at any of the group's 3 prior protests (2/16)
The day after the protest, on June 5, @NYCMayor held a press conference w/ @NYPDShea where they both applauded the police response and described the protest as an attempt to cause mayhem and inflict violence on cops by outside agitators. (3/16)

The officers we've seen in high-profile cases of police killings often have a history of violations that have been ignored. A few of the many examples: (1/9)
5 officers involved in Breonna Taylor’s case were part of another botched drug raid 1yr before. They obtained a sketchy warrant, used a battering ram to break into a house with children present & chased them down w/ guns drawn. No charges were filed (2/9) bit.ly/2GdJZWa
Officer Derek Chauvin, who kneeled on George Floyd's neck, had been involved in three prior shootings and had 17 prior complaints against him. Only one ended in disciplinary action, if you can call it that: 2 letters of reprimand. (3/9)
