🧵Vietnam has agreed to build a "community with a shared future" with China. It was the 8th and possibly the last country in Southeast Asia (after Laos, Cambodia, Myanmar, Thailand, Brunei, Malaysia, and Indonesia) to join the China-led community.
Singapore and the Philippines are unlikely to take China's side anytime soon in this respect.
With 8/10 members within China's "community with a shared future," ASEAN is shrinking deeper into irrelevance, as demonstrated in the ongoing South China Sea conflict. /2
Many think that a "community with a shared future" is different than a "community of common destiny." But no, they are 2 English renditions of the same Chinese phrase 命运共同体, which translates literally as "community of common destiny." /3
"Community with a shared future" is the Beijing-sanctioned rendition of the original Chinese phrase "community of common destiny." Beijing changed the translation to avoid a negative connotation of "common destiny". /4
A similar example of China's manipulation of English is the "Belt and Road Initiative." It is the Beijing-sanctioned translation of the original Chinese phrase 一带一路, which literally translates as "One Belt, One Road." /5
A main difference in China's "communities with a shared future" with Southeast Asian countries is the degree of commitment from the Southeast Asian side. The commitment is highest in Cambodia and Laos, but lower in Thailand, Brunei, Indonesia, Malaysia, and Vietnam. /6
In Thailand's case, the 2022 joint statement announced that both sides would be "working towards," rather than agree to build, a "Thailand - China Community with a Shared Future for Enhanced Stability, Prosperity and Sustainability." /7

Seeing no better alternatives in its current grand strategy, Vietnam has "agreed to build" a Vietnam-China "community with a shared future," but it tried to add a long tail to the label. This long tail includes "in accordance with the UN Charter and international law, ... /8
... based on the principles of mutual respect, equal cooperation for mutual benefits, mutual respect of independence, sovereignty, and territorial integrity, and perseverance in solving disputes through peaceful measures." /9
The long tail fits well with Vietnam's millennia-long tradition of dealing with China: performing the kow-tow in a modified way that expresses some defiance within the bound of deference. Vietnam thinks this is its time-honored way to keep peace with its giant neighbor. /10
Whether this centuries-long tradition will help Vietnam in the 21st century is a great question for debate. But the conditions for it to be super-helpful have been changed substantially. I wrote about these conditions here: osf.io/preprints/soca…

Vietnam and Japan just elevated their ties from an "extensive strategic partnership" (announced in 2014) to a "comprehensive strategic partnership" at a visit of President Vo Van Thuong to Japan. /1
This "half upgrade" is, arithmetically speaking, 4 times easier than the "double upgrade," also to a comprehensive strategic partnership, of US-VN ties in Sep (from a mere "comprehensive partnership"). /2
The "fundamental principles" guiding both US-VN and JP-VN CSPs are "respect for the United Nations Charter, adherence to international law, and mutual respect for each country’s political systems, independence, sovereignty, and territorial integrity." /3

🧵Between the 11th and the 12th hour, Vietnam moved from agreeing to a mere "strategic partnership" to a full "comprehensive strategic partnership" with the US, which will be announced next weekend by President Joe Biden & Communist Party chief Nguyen Phu Trong in Hanoi.
This will elevate the US to the same level as China & Russia in Vietnam's formal hierarchy of foreign relations. This "balance" is unprecedented in the history of Communist Vietnam. China is the ultimate author of this feat, in two major ways, one short, the other much longer.
Short way: China's encroachment on Vietnam's exclusive economic zone causes Vietnam to move closer to the US. Beijing's increased presence at Vanguard Bank in the SCS and the Ream Naval Base in Cambodia are some last drops in the glass.

🧵President Biden is expected to visit Vietnam in early Sep to upgrade bilat ties. But nothing is certain. The US wants a "comprehensive strategic partnership" - same level w/ RU, CN, IN & SK in Vietnam's foreign relations. But Hanoi wants a mere "strategic partnership". /1
The idea of a US-VN strategic partnership became policy after Secretary of State Hillary Clinton's declaration of US national interest in freedom of navigation and respect for int'l law in the South China Sea at an Asean Regional Forum meeting in July 2010. /2
At this meeting, Chinese Foreign Minister Yang Jiechi protested Clinton's remarks by leaving the room. An hour later, he returned and, staring at the FM of Singapore, he said the now famous "China is a big country & other countries are small countries & that's just a fact." /3

China is the largest provider of development aid to Southeast Asia overall, but it's insignificant as a donor for Vietnam and the Philippines--and only for these two countries. /2
For Vietnam, the largest donors are South Korea (21%), Japan (21%), US-led World Bank (20%), Japan-led Asian Development Bank (121%). /3

Walt argues that worrying about Chinese hegemony in Asia is irrational because "regional hegemony is (nearly) impossible to achieve" and that China's bid for hegemony in Asia today would fail because other Asian countries would successfully counterbalance it. /2
Both of these arguments are based on very shaky foundations.
Historically, regional hegemony was the norm rather than the exception. Persian empires, Roman Empire, Chinese empires are some names to remember. The exception is Europe, where the bulk of Want's examples come from. /3
