Border security is an executive branch function under Art II and Art IV Sec 4. Democrats’ preoccupation with “immigration reform” in Congress is a DEFLECTION.

Biden’s Executive Order 14010, issued in February 2021, is titled “Creating a Comprehensive Regional Framework to Address the Causes of Migration, to Manage Migration throughout North and Central America, and to Provide Safe and Orderly Processing of Asylum Seekers at the United States Border.”
Section 2 of the EO directs the “Assistant to the President for National Security Affairs” (also known as the National Security Advisor) to prepare two strategy documents:
(i) the United States Strategy for Addressing the Root Causes of Migration (the “Root Causes Strategy”); and
(ii) the United States Strategy for Collaborative Management of Migration in the Region (the “Collaborative Management Strategy”).
According to the White House Transition Project (2009), “ideally, the national security advisor serves as an honest broker of policy options for the president in the field of national security, rather than as an advocate for his or her own policy agenda.”

🧵/2 Per the Executive Order, the primary objectives of the Collaborative Management Strategy were to “manage” migration and to provide “safe and orderly processing of asylum seekers” — NOT to prevent or discourage mass numbers of undocumented people from approaching our borders, although there is some attention given to resettling migrants in countries close to their own home countries.
According to the EO, the Strategy “shall identify and prioritize actions to strengthen cooperative efforts to address migration flows, including by expanding and improving upon previous efforts to resettle throughout the region those migrants who qualify for humanitarian protection.”
“The Collaborative Management Strategy should focus on programs and infrastructure that facilitate access to protection and other lawful immigration avenues, in both the United States and partner countries, as close to migrants’ homes as possible.”
“To support the development of the Collaborative Management Strategy, the United States Government shall promptly begin consultations with civil society, the private sector, international organizations, and governments in the region, including the Government of Mexico.”
“These consultations should address … humanitarian assistance, including through expansion of shelter networks, to address the immediate needs of individuals who have fled their homes to seek protection elsewhere in the region.”
From the July 29, 2021 Collaborative Migration Management “Fact Sheet,” it is clear that the aim was to expand migration and create “LAWFUL PATHWAYS” to the United States, not to discourage or prevent illegal immigration.
The Fact Sheet explains that implementation of the Strategy would involve enlisting support from:

🔹the private sector
🔹multilateral organizations
🔹international financial institutions
🔹members of U.S. Congress and their staff

🧵/3 The 13-page Strategy document begins by acknowledging “the humanitarian situation in the Northern Triangle” (El Salvador, Guatemala and Honduras) caused by “long-standing … violence, lack of employment opportunities and corruption” as well as more recent events like “the COVID-19 pandemic, recurrent droughts, and two hurricanes in November 2020” as predicates to launch “both immediate responses and a new, strategic approach for managing regional migration in the medium- to long-term.”
Note 1: With the possible exception of targeted violence, none of the above factors constitutes lawful grounds for asylum under U.S. or international law.
Note 2: President Nayib Bukele of El Salvador, who took office in June 2019, has dramatically reduced violent crime in his country by reforming the criminal justice system.
🔥🇺🇳Former High-Level United Nations Officials Launch DOGE-UN to Investigate Agency “Inefficiencies”
An ad hoc group @DOGEUN2025 has been formed to publish a report ahead of the 2026 UN secretary-general selection in hopes that the next leader will run the agency more efficiently.
Hugh Dugan, a longtime member of the U.S. delegation to the UN and former National Security Council adviser on international organizations, is working with a group of former presidents of the UN General Assembly. Dugan told Fox News Digital that he has recruited “insiders and outsiders who used to be insiders” to investigate the UN’s effectiveness and identify waste.
“Unfortunately, the mindset there over the years prefers to look at outputs over outcomes,” Dugan said. “How many meetings did we hold, how many pencils did we buy, instead of outcomes. Like, was there an opportunity to get peace underway more quickly in conflict settings, or to what extent are we ameliorating the rate of hunger in the world?”
Many serious instances of mission-creep, malfeasance and corruption at the UN have been exposed in recent months.
Todd Bensman, investigative author and senior fellow at the DC-based Center for Immigration Studies @CIS_org, has been reporting on how UN agencies created to assist refugees have been coordinating illegal mass migration in collaboration with criminal human smuggling groups.
In October, Bensman reported in The Daily Wire that in recent years the UN High Commissioner for @Refugees and the International Organization for @UNmigration have built an “incentivizing safety net of aid way stations for migrants.”
According to @BensmanTodd, in 2024 the two UN agencies distributed a record hundreds of millions of dollars in aid to migrants on their way to the U.S. border “in the form of cash cards, cash in envelopes, food, vouchers for onward travel and lodging, medical treatment, pharmaceuticals, legal counseling and much more.”
Construction is underway in southern Mexico for a “mass illegal migration mall” intended to house UN and NGO migration-help groups “under one convenient one-stop shop roof.” When the project in Tapachula was announced in April 2024 by Mexico’s foreign ministry, the UNHCR’s Mexico representative Giovanni Lepri stated the purpose of the facility is “to respond comprehensively to the needs of … migrant refugees who travel together from all continents and arrive in Tapachula in need of … attention.” Two other such “malls” have been built in Monterrey and Tijuana. According to Bensman, the UNHCR received $1.9 billion in U.S. taxpayer funds in 2024 and $2.1 billion in 2023.
This fall Bensman investigated Panama’s efforts to stem illegal migration through the Darien Gap and told the Daily Mail, “what I discovered shocked me.” In the seaside Colombian village of Capurgana, Bensman witnessed a sophisticated human smuggling operation in which the Gaitanist Self-Defense Forces of Colombia, “a powerful paramilitary drug-trafficking cartel that rules the region’s smuggling routes,” controls docks and boats for illegal “migrants” to cross the Gulf of Urabá and land in Panama.
Investigative journalism group @realmuckraker has also documented the UN’s activities on the migration trail. They exposed large, full-color folding maps “showing incredibly detailed human trafficking routes” from Colombia to the U.S. border, indicating the locations of aid stations along the way. The maps are produced and distributed by UNHCR, IOM and other UN-funded organizations.
Also in October, the UN Dispute Tribunal ordered Vitaly Vanshelboim, formerly of the UN Office for Project Services (UNOPS), to repay the UN $58.8 million lost in deals he made with British businessman David Kendrick “who showered him with interest-free loans, a Mercedes for his wife and perks for his sons,” the AP reported.
The UN Relief and Works Agency (UNRWA) has been exposed by @UNWatch for ties to Hamas and for the radicalization of Palestinian school children.

TODD BENSMAN told @Eyeofthestormsd about his investigation into the elaborate network of non-governmental organizations (NGOs), coordinated by the UN High Commissioner for Refugees (UNHCR) and the International Organization for Migration (IOM).
An intricate web composed of UN agencies, national governments and NGOs is building and operating illegal migration “NGO village” facilities funded by billions in U.S. taxpayer dollars, Bensman reported in an exposé for Daily Wire.
On a recent reporting trip to Colombia, Bensman investigated an NGO village and exposed evidence that the UN and the Colombian government are working closely with the paramilitary Clan del Golfo smuggling cartel that controls the Colombia-Panama border. A report in the Daily Mail (UK) disclosed how Bensman was threatened by cartel affiliates for his efforts to expose Clan del Golfo operations, which he managed to film with a drone.
Bensman believes the major investment in a massive new “migration mall” construction project in Tapachula suggests Mexico and the UN anticipate a Harris victory and a continuation of the U.S. open-border policies that have been attracting migrants from all over the world since the start of the Biden administration.
Wealthy migrants from China and Venezuela come with “huge wads of greenbacks” and have been successfully reaching the U.S. border — despite a Mexican military operation to restrain migration — by “paying human smugglers huge amounts of money to pay off the Mexicans all the way through to get in,” Bensman said.
As Biden’s deal with Mexico’s former president to keep the “poorest of the poor” migrants in southern Mexico appears to be winding down, Bensman found that migrants delayed by Mexico’s military and Guardia Nacional are paying close attention to U.S. election news and polling.
