During the tenure of Richard Helms as CIA director(Vietnam war era)- Helms, Bush Sr, Ed Landsdale, and William Colby hatched a plan to take over the heroin production and smuggling in south east Asia.
They would use these drug profits to fund CIA black budget programs outside of the oversight of congress.

They weren’t just smuggling drugs out of Laos and Vietnam. They were selling them to American servicemen as well as smuggling them abroad and into the US.
When their top agent, General Ferrera, discovered this he got angry and resigned from the operation (this comes back in a BIG way)
Fearing he would expose the operation- Dulles put out a kill contract on Ferrera. The CIA started to get nervous that their civilian money laundering frontman, Marion Horn jr. was a weak link and they set to discredit him so they could cut him out of the operation. They assigned Gen. Ferrera and lied to him- saying Horn was an FBI mole trying to steal from the CIA.
In the process of his investigation- Ferrera started to uncover all the real FBI moles inside CIA, and so the FBI tried to frame and discredit him, but failed.
But then, the plot twist of the century and the reason we have eventually wound up with these leaked documents happens.
Ferrera started to become more and more convinced that Horn was actually a good guy, a patriot, and being double crossed by the agency. And he was correct. So he switched sides and decided to use all his considerable resources to protect and assist Horn.
