We have reviewed the final independent report on UNRWA neutrality led by Catherine Colonna.

I will be released publicly at 16gmt/12 pm NY time.

It's more than 40 pages, but here is one sentence:

"The Review revealed that UNRWA has established a significant number of mechanisms and procedures to ensure compliance with the Humanitarian Principles, with emphasis on the principle of neutrality and that it possesses a more developed approach to neutrality than other similar UN or NGO entities."
"UNRWA shares staff lists (names, UNRWA ID and functions) annually with host countries (Lebanon, Jordan, Palestinian Authority, and Syria) and with Israel for East Jerusalem, Gaza and the West Bank. Upon their request, the US also receives all lists."

"It is the responsibility of these states to alert UNRWA of any information that may deem a staff member unworthy of diplomatic immunity. The Israeli Government has not informed UNRWA of any concerns relating to any UNRWA staff based on these staff lists since 2011. "
"....Israel made public claims that a significant number of UNRWA employees are members of terrorist organizations. However, Israel has yet to provide supporting evidence of this."
Reminder: There are two UN-ordered investigations into Israel claims against UNRWA. The one I am tweeting about now, and that will be released publicly at 12 pm NY time is independent review of UNRWA practices of neutrality. It's titled: Independent Review of Mechanisms and Procedures to Ensure Adherence by UNRWA to the Humanitarian Principles of Neutrality.

The second investigation is being done by the UN Office of Internal Oversight Services (OIOS) and it is looking specifically at Israel's allegations 12 UNRWA staff took part in Oct 7. @antonioguterres ordered this review back on Jan 28 and the findings will be delivered directly to him when the report is complete. Normally OIOS investigation reports are confidential and not published but any Member State can request a copy. It's unclear if the UN plans to make it public and if so, how.
Israel has accused UNRWA-run schools of promoting antisemitism in educational materials. This is what the independent review found:

"UNRWA's practice is to use host-country curriculums and textbooks in accordance with UNESCO recommendations."

"UNRWA has consistently worked on ensuring neutrality in its education. To that end, it has developed and implemented a range of frameworks, manuals, mechanisms and procedures to align all educational materials and methods with UN values, principles and guidelines...:"

The report also said UNRWA was tasked with providing education for half a million pupils in 706 schools, with 20,000 educational staff.

"Gaza's educational system, which represents 40% of UNRWA's educational staff, has collapsed due to ongoing conflict, with all children in Gaza out of school."

We spoke to a Brazilian mother who was fleeing her country and seeking asylum in the US. She was a victim of domestic violence. Her abusive husband repeatedly threatened to kill her. Fearing for her life, she took her 9 year old son and fled to US for safety. This is her story:
First, she didn't want her name used. Or her son's name used. She crossed into the US (legally - at official border crossing) in Arizona and voluntarily surrendered to border agents and requested asylum. That was on May 28.
"The patrol officer asked me if I was ok. I said yes. He asked me where I was coming from. I said Brazil. He asked why I was coming. I said, 'to save my life and to save my son’s life.' He asked me all this on a telephone translation thing."
