I can't mention every single procurement - that's why I've decided to leave personal equipment, rifles, smaller MLUs, spares and other miscellaneous equipment out. I'll also only focus on major procurements regarding ammunition and logistics.

5. What's wrong with the procurement process?
Please note that I will only mention the Top 3 problems and how to "solve" them. A more detailed Thread might follow later.

5.1 The Process
Problem:
There are several different "institutions" that play a vital role in the procurement process:
1. The service branch requests a capability (not responsible for financing/realizing it)
--> unreasonable technical demands dubbed as "Goldrandlösung"

2. The BAAINBw (procurement office) that doesn't care about financing or delivery time frames (because they are not the user)
--> highly complicated procurement; 100% focus on legal security

3. the ministry of finances/budget committee which only cares about the next election
--> no long time commitments/strategy; political interests

Those 3 "institutions" all play a vital role in the procurement which makes it highly complicated and inefficient.

How to fix it?
- The Inspector General decides about the distribution of the budget regarding the different service branches.
The inspectors of each branch decide which projects are going to be realized.

--> minimize the risk of "Goldrandlösungen"

- The BAAINBw will only take care of legal matters regarding procurements.
- the planning departments of the BAAINBw and the service branches need to be merged in order to be more efficient
--> less departments that need to be coordinated

5.2 The Politicians
Problem:
The politicians often deploy the Bundeswehr without thinking about the financial consequences (Afghanistan & Mali were pretty expensive).

How to fix it?
Force them to increase the defence budget whenever they deploy the Bundeswehr to cover all the costs that result from the deployment. This will stop unreasonable deployments that don't actually "make sense".

5.3 The Bureaucracy
- The parliament has the final say about every procurement worth +25 Mio. €
--> this slows the procurement process down
--> raise this bar to +250 Mio. €
- no procurement of equipment without spares and other related stuff
- a minimum of regulations

6. Financing
Not all of the procurements I've mentioned are funded at this point. I'd say that the Bundeswehr needs another 100-150 bn € to modernize its equipment and procure sufficient stocks of ammunition.
We'll also have to invest ~40 bn € in our infrastructure.

I can't see the current coalition rising the defence budget fast enough to cover all those costs. That's why I think that we need
- a 2nd special fund that is worth 100-150 bn €
- an immediate rise of the defence budget to a minimum of 2% (2.5% is more realistic) of GDP

Bundeswehr:
Germany has currently got a fleet of different L2A6 & L2A7 MBTs (and 19 L2A5 MBTs with the GÜZ). The Bundeswehr will receive additional L2A8 MBTs from 2025 onwards.
There will also be a L2AX (prbly L2A9) to succeed the L2A8.

The german tank industry is prbly the world's technological leader with Germany being the only "self-reliant" tank Producer in the "western" alliance.

F127 wurde 2020 zum ersten Mal in einem @esutde Artikel behandelt. Damals wurde ein Schiff in der Größenordnung von Arleigh-Burke Zerstörern kommuniziert.

1. Geschichte
Die Entwicklung des Eurofighter begann in den frühen 70ern, um den sowjetischen MiG-29 und Su-27 auf Augenhöhe begegnen zu können. So begannen schnell Gespräche zw. 🇩🇪, 🇮🇹, 🇬🇧und 🇫🇷 um einen neuen Jet, der in 🇩🇪 die F-4 ersetzen sollte, zu entwickeln.

Dazu entwickelte MBB gg. Ende der 70er den TFK-90 - ein Luftüberlegenheitsjäger mit Schubvektorsteuerung. Da allerdings die Anforderungen 🇫🇷, 🇬🇧 und 🇩🇪 zu verschieden waren, kam keine Einigung zu Stande. Auch eine Beschaffung von F-18, oder das F-22 Programm, wurde verworfen.
