2/ Another perk of being Zhejiangese: free admission to lots of tourist spots out west in poorer provinces, because your home town contributed to renovation and maintenance.

4/ From what I hear, Zhejiang does seem to stand out among Chinese provinces for its pretty competent and citizen-friendly governance. That's just impressionistic, though - no hard data to back it up. (End)
