Special Rapporteur on the situation of human rights in the #OPT @FranceskAlbs: "The institutions of the state of #Israel, a self proclaimed rule of law system - the executive, the parliament, the courts - have failed to contain and redress abusive power. Instead, together, they have advanced the course of the current catastrophe. And while international tribunals will hopefully hold individual accountable, the responsibility of the state must be understood and assessed in its own right and cannot wait. This should have been stopped already by the Security Council last October, after three early warnings issued by dozens of UN independent experts, when the #ICJ passed its first set of provisional measures, when I presented my first report, or before #Rafah was invaded, or before the invasion of #Lebanon, and instead, the silence, or worse, the justification of a small but very influential number of states in this room leaves me utterly lost of words. And yet, wherever there are lives to save, there is still the urgency to intervene to prevent new atrocities that will further scar human history. Make that moment be now."Image

Of course, we condemn #Hamas' attack, of course we express solidarity with the Israeli victims. Of course we demand the release of the hostages, both the Israelis and the Palestinians. But is it possible that after 42,000 people killed you cannot empathize with the Palestinians? Those of you who have not uttered the word about what is happening in #Gaza demonstrate that empathy has evaporated from this room, and empathy is the glue that makes us stand united as humanity. .@UN_Spokesperson @StephDujarric says a humanitarian vehicle in #Gaza which was part of a convoy that was fully coordinated with the #IDF was struck by IDF gunfire 10 times yesterday evening and the two #UN staff members onboard were only saved by the bulletproof glass: "Yesterday evening, a clearly marked @UN humanitarian vehicle, part of a convoy that had been fully coordinated with the IDF, was struck 10 times by IDF gunfire, including with bullets targeting front windows. The two staff members in the vehicle were thankfully unharmed, but this shows you - I think we had a senior colleague talk to you about the need for armored cars, and this is clearly one where it saved the lives of our two colleagues. This is the latest incident to underscore that systems in place for coordination are not working and we continue to work with the IDF to ensure that incidents like that do not happen again."Image
Responding to @elizondogabriel, @StephDujarric says this happened near Wadi Gaza and the UN is "not really getting any answers" from #Israel regarding how/why the UN vehicle was shot at repeatedly despite supposedly being deconflicted. "We're in contact with them all the time. That's what coordination means. And clearly the coordination is not working as it should be."
Responding to @einfachmalso regarding whether #Israel portraying the #UN as an organization that is helping terrorists is contributing to the violence it is being subjected to, @StephDujarric says: "It's an interesting question. I think we have seen from many quarters, pretty direct rhetoric against the United Nations, against @UNRWA, against the Secretary General frankly. Words have consequences. But again, on this particular incident, I can't judge the mindset of those who shot at the UN vehicle, why they did it, but we've expressed our worry and our concern about the language that has been used to demonize the #UN."

The #UN's Office of Internal Oversight Services (OIOS) has completed its investigation into 19 @UNRWA staff regarding allegations of their involvement in Oct. 7 attack. Result: In one case there was no evidence obtained, in 9 other cases there was insufficient evidence, and in remaining 9 cases the evidence indicated that the staff members may have been involved in Oct. 7.Image

.@elizondogabriel followed up on that that "may have been involved" line and @UN_Spokesperson's response was: "Regarding those nine cases, the evidence provided in support of allegations that the @UNRWA staff member was involved in the armed attacks of the seventh of October 2023 could, if authenticated and corroborated, provide a factual basis to conclude that the #UNRWA staff member may have engaged in conduct sanctionable under the applicable UNRWA regulations and rules."

Haq: "Since information used by Israeli officials to support the allegations have remained in Israeli custody, OIOS was not able to independently authenticate most of the information provided to it." (⁉️)
This is all a bit opaque but if I'm understanding things correctly, after all these months since making extremely serious allegations against @UNRWA staff (and killing a large number of other staff members), #Israel hasn't actually provided OIOS with their underlying evidence.

Such compelled evacuations, failing to meet the necessary conditions for lawfulness, therefore potentially amounts to forcible transfer - a war crime."Image

In historic speech following his invoking of article 99 for the first time in his tenure, #UNSG @antonioguterres urges #UNSC to push for an immediate humanitarian ceasefire and says: "The eyes of the world - and the eyes of history - are watching. It is time to act."

Says he resorted to art. 99 because "we are at a breaking point" and he anticipates that the total collapse of humanitarian support system in #Gaza would result in a complete breakdown of public order and increased pressure for mass displacement into #Egypt."

In #UNSC, @Palestine_UN Amb Mansour says "I keep reading in the media #Israel has no clear war objectives. Are we supposed to pretend we don’t know the objective is the ethnic cleansing of the #Gaza Strip, the dispossession and forcible displacement of the Palestinian people when so many Israeli representatives could not refrain from admitting it?"

"The shame is not on those calling for a ceasefire in the face of such atrocities, It haunts those refusing to do so," he says and adds that "this war is part of the assault to end the Palestinian people as a nation and to destroy the question of #Palestine. If you do not share this objective you must stand against the war."

Despite the #UNSG's historic plea for #UNSC action, Deputy @USUN Amb Wood says the US still does not support calls for an immediate ceasefire because "#Hamas continues to pose a threat to #Israel and remains in charge of #Gaza."

"That is not a threat that any one of our governments would allow to continue to remain on our own borders," he says. Adds that #US "will not give up on a future where Hamas does not control Gaza, which is untenable for Israel's and the region's security and the wellbeing of the Palestinian people."
