Let’s just say the state gov’t takes identity politics to a new level by placing price tags on the oppression hierarchy
The IL Commission on Equitable Public Funding wants to alter the state funding model for “equity” purposes
Goal: create incentives for universities to enroll more black, “Latinx” students
Price tag: $1.4 billion/year
How is race injected into the formula?
IL would pay to help universities increase enrollment of minority students. Larger amounts set aside for groups the commission considers disadvantaged:

Since 2003, Qatar has paid Carnegie Mellon University to operate a branch campus in Qatar. Through this arrangement, Carnegie Mellon received nearly $700 million from Qatar since 2010, and did not report any of it to PA
Some of you might know that the federal gov’t requires universities to report foreign funds above $250K. What is less known is that some states, like PA, also require foreign funds reporting.
The goal is to avoid triggering strict scrutiny by the courts
