The Russian Empire would have achieved similar outcome to the USSR.
But this is graph is even more "impressive" if you spend even two minutes looking at the state and situation of the Russian Empire.
The Russian Empire was achieving said growth while still not having complete the change from Rural to Urban.
This means the higher value Industrial Goods were not even the biggest contributor to that number. And with the growth of the Industrial sector and expansion of consumers we can potentially expect an even greater growth.
The Industrial production of the USSR was achieved by simply forcing hundreds of thousands into factories and Industry at large. This was an utterly devastating policy for Agriculture. It works to achieve what you want, but it also kills an untold amount of people.

It says right there Millions dead through a famine. This is less dead than Russia had in WW1.
Millions dead and untold many more had their lives worse off. Yeah, great achievement I guess.
