Following a Reagan speech in 1982, . USAID contracted the American Political Foundation to study democracy promotion which became “The Democracy Program”. The program recommended the formation of a bipartisan, private, non-profit to be known as NED.
The founding president Carl Gershman served as the US Ambassador on the UN Human Rights Council before becoming president of NED from 1984 until 2021.
His long serving deputy was Barbara Haig, daughter of Alexander Haig, former Secretary of State.
With the recent interest in where all of this money goes, apparently when it leaves the US, the details become nearly impossible to track down. So, NED sent $152M out and all we can tell from the public filings is which region it went to. See the pic below for a breakdown.
There is a bill called H.R. 8290 – Foreign Grant Reporting Act introduced in the 118th Congress. It seems imperative that if money is going to flow out of the country, we have a right to track it. We must demand oversight and transparency.
While we are hopeful that the reduction in staff being imposed on USAID will reduce this waste of our money overseas. We must be vigilant that it doesn't get moved inside the State Department and continues to flow out of the country.
