USAID's Nick Enirch's memo, which @NewsHour obtained, contradicts claims made by Sec of State Rubio, the WH and Musk about lifesaving aid being turned back on

Enrich lays out detailed timeline from Jan 28-Feb 28 and how "waivers" didn't restart flow of critical drugs and food 1/
Enrich details Elon Musk's DOGE team's involvement, saying on Feb. 7, agency leaders were told funds couldn't be accessed for contractors bc "financial systems (GLAAS and Phoenix) had been completely turned off by DOGE" creating "a critical impediment" to implement the waiver" Image
Per USAID Nick Enrich's memo: On Feb. 11, DOGE advisor Jeremy Lewin emailed Enrich "warning him to stop reviewing" already terminated contracts even if they qualified under Secretary of State Rubio's waiver. DOGE's Lewin said: delaying termination notices "is unacceptable” Image
On Jan 29, USAID's Global Health dept, requested waiver to respond to Uganda's Ebola outbreak: "Despite receiving approval to conduct these Ebola response activities approx 1 month ago, the implementing partners were never able to draw down funds for these life-saving activities" Image
Feb 18, Enrich to Trump political appointee Mark Lloyd: USAID should use existing agreement w/@WHO to access "critical stockpile of PPE & lab supplies to support Uganda Ebola outbreak response." Pete Marocco said no, "threatening" jobs of GH staff if didn't find another option Image

@WHO Per USAID Nick Enrich's memo: Feb 26, when 5,000+ USAID contracts were terminated globally, he "immediately" notified leadership "of the grave impacts on lifesaving activities related to malaria, tuberculosis, & Ebola." USAID acting cos Joel Borkert admitted error had been made Image

🧵on my recent reporting on rising violent rhetoric among GOP pols, voters, far-right militia. All the experts in extremism/autocracies/political violence I've interviewed agree signs of coming modern civil war are present & US isn't rebounding from backsliding democracy rating
5 yrs ago Neo-Nazis marched on Charlottesville. @milleridriss, of American U, was in Germany when we spoke, researching how that country confronts right-wing extremists/white supremacists. She connected dots between 2017 Neo-Nazis to Jan 6: : to.pbs.org/3QzbZ5o
Spoke to @bfwalter, expert in how civil wars start, re attacks on FBI. What signal does it send to R base when GOP pols say FBI must be destroyed, DOJ investigated? Walter: Tactic used by Viktor Orban as "precursor to get rid of" democratic institutions

In response to Politico's news re Clyburn calling on Biden to endorse a filibuster carveout, @PressSec says such a "determination about making changes will be made by members of the Senate, not by this president or any president frankly, moving forward"
@PressSec A filibuster carveout as described by Clyburn would clearly apply to much more than voting. But as Eli points out the WH describes GOP voting restrictions as an "authoritarian" threat and Dems consider it existential not just for party but democracy
@PressSec Beyond vocal progressives/activists, other Dems joined Clyburn's call. Rep. Madeline Dean said she hopes Biden endorses a major change to filibuster. Rep. Raskin didn't go that far but invoked LBJ's "personal muscular intervention w/recalcitrant Dem sens politico.com/news/2021/07/1…

Immigrant, refugee advocates say the WH reasoning for not raising refugee cap doesn't make sense. Resettlement by ORR does not take a lot of staffing, they say, because most of the actual resettlement work is by the volunteers
US Refugee Resettlement program is "strong, private public partnership and the resources from the government are then matched with the time and resources of volunteers" said World Relief's Jenny Yang. NGOs play major role in resettlement and Yang said WH provided "faulty excuse"
More reaction to Biden admin decision on refugees cap...

New: @WhipClyburn is tired of Biden-FDR comparisons

"Biden's legacy, if he's going to have credibility, must be much closer to Harry Truman than to Franklin Roosevelt...FDR's legacy was not good for Black people”

At helm w/@AlexThomp @theodoricmeyer politi.co/2QmoJlY
@WhipClyburn @AlexThomp @theodoricmeyer We turned to historians. None of them refuted Clyburn's central premise that Truman did more on civil rights. But most said that if Biden chose to model his presidency after one of the two -- FDR or Truman -- they'd go with FDR based on sheer consequence of FDR's presidency
Truman = 1st prez to address NAACP, appointed civil rights commission, integrated military. But he did it bc “balance of power” in '48 election would be in the "swing states of Northeast and Midwest and that the Black vote would make the difference” said historian Robert C Smith

Progressive groups, activists, & some in House, wanted WH to push for vote to overrule parliamentarian even tho it was doomed. Saw it as test of Biden's will on $15. Parl ruling may have saved Dems headache on package, but it's going to push progs out of honeymoon phase w/Biden
Earlier this month, Jayapal said getting $15 in first covid package, by any means was "a test for how we use the power of having all three, the House, the Senate and the White House." politico.com/news/2021/02/1…
.@PramilaJayapal re $15 ruling tonight, calling for a vote to overrule... “The White House and Senate leadership can and should still include the minimum wage increase in the bill."

"the Senate must reform its archaic rules" including reforming filibuster"
