By tweeting about Niger/Chinese relations I’ve accidentally discovered an African focused propaganda bot farm. All pretend in to be Ghanaian but all sending identical tweets painting Chinese businesses as exploiters of Africa, especially Ghana & not interacting. Image
They all have a handful of identical topics, use a handful of identical pidgin words, all pretend to be Ghanaian, all focus on anti-China accusations. Except some suddenly lurch into poorly copied French to support Azawad vs Mali & post anti-Russian/Wagner stuff Image
Image
Why Ghana? Well, there’s a growth in Chinese business deals there but not outside the norm. What is different is US interests in Ghana, which is often the 1st stop for USAians on the continent. There’s a pile of US think tank panic articles to this effect medium.com/the-diplomatic…
That whoever is running this bot farm is also using the same accounts to try and influence the Malian civil war is perhaps a tell. Some accounts switch character between the two, but most are either playing at being Ghanaian or Malian (or Azawadi) See previous.
The “Malian” accounts follow each other, don’t interact, tweet in good French with occasional mashups of words from copy/pasting text together, occasional links are in English, and are focused entirely on Russia/Wagner. Image
This one is a good example, but you can find others by picking out the second sentence & searching. Image
Image
Image
Image
Most but not all of these pose as supporters of the Malian government who want the government to end Russian military assistance. This would seem to exclude French interests. Image
Image
Image
Again, this seems a smaller pool of accounts than the Ghanaian bots, but they display the same copypaste text, and the fact some of the larger pool of “Ghanaian” anti-Chinese bots switched to this Mali/Azawad anti-Russian identity gives us clues of a larger operation.
My guess—& it’s a guess—is this is an outsourced US military operation. The unrelenting US professional think tankers obsession with “Russian influence operations” over the last decade has spawned numerous how-to studies, budget lines, all rather overestimating its effectiveness.
These two stories seem relevant. AFRICOM has since its inception been heavily invested in “Information Operations” having early on run an entire African news website called Maghrebia. IO specialists were last year doing trainings in Ghana. army.mil/article-amp/27…Image

On AFRICOM’s older iteration of IO, predating the last decade’s popularity of “countering cyber Russian influence” which has since fed a thousand Washington think tanks. nationalguard.mil/News/Article/2…

In fact, AFRICOM’s 2024 Posture Statement, used to justify its budget, explicitly says its Information Operations aim to “shed light on Russian disinformation and the risks of partnership with unregulated Chinese industries.” Which precisely describes these accounts’ focus.
AFRICOM is nothing if not entrepreneurial, and one side effect of this is that it is much better at finding budget items to sell to Congress than producing actions which have any real effect on African societies.

So this seems like a reasonable guess.

“[A]t the end of April 2024, the IMF granted an emergency disbursement of $120 million to Mali, a prelude to negotiations on a food security finance program, but considered too restrictive by the Malian authorities who wish to have the last word on the use of the funds”
There has been rumors to this effect for some time, but I’ve seen zero public confirmation. In July a further IMF disbursement was opened. It was at that time there was reporting on disagreements. Bear in mind publications both opposed to & supportive of the Malian military gov…
…have been claiming this, mostly from outside the country. There’s good reasons each might wish for the IMF & Mali to fall out, but that’s hardly confirmation. For example, France based Africa Intelligence

The photo purporting to show recent Ukrainian troops published by Kyiv Post is in fact from the visit of a UK based Libyan Tuareg activist & NGO head to northern rebel groups at the beginning of June.

It doesn’t show what appear to be armed westerners whose faces were blurred by Kyiv Post, nor the Ukrainian flag in the other image, but the location and other individuals are the same.

It doesn’t explain everything, but was clearly deceptive by the Ukrainian publication.

It might be equally useful to ask what it is about ECOWAS—its history, formation, models, internal logics it replicates from other parts of the world—which might make some people want to create a regional body which is not ECOWAS.
The serious expert retort will be “ECOWAS mandates a transition away from coup governments, and consolidating power is the sole reason to oppose it” but the current situations in Guinea, Togo, (and over past decades many other governments) make that hard to defend.
It may be *one* reason, but it’s an exercise in denying the structural role of ECOWAS-Western relations & shared state integration & economic models to claim that alone explains this fracture.

Pinning this for the flood of “Iran wants Niger’s uranium” stories over the coming months. This whole conspiracy theory was concocted by the US gov in a hamfisted attempt to intimidate the Nigerien coup leaders between Dec 2023 & 17 March 2024. While it first saw light in…
…an anonymously sourced WSJ the day US-Nigerien talks over US bases & aid crashed, its a theory that was first floated mere days after the coup, on 1 Aug 2023, by an Israeli-American journalist and think tanker for the infamous “Foundation for the Defense of Democracies”.

You may have heard of the FDD: a deranged outfit with surprising pull in DC and not surprising pull in Israel. Since getting their wish for a US invasion of Iraq, they work nearly full time for a US war w Iran (& Russia, China…)

The idea that France or the US is staging coups in West Africa is predicated on the belief that governments in these states are threats to their imperial interests.
This is more believable if you don’t know the polices or backgrounds of these governments, which sadly these days are lockstep aligned with Bretton Woods institutions, GWOT “partnerships”, resource extraction, neocolonial monetary systems and the like.
Sadly, there has been no West African ‘Pink Tide’ as in Latin America, and there is no ideological movement to resist French or US neocolonialism that has made it into government in most of these states for many decades.

While I was looking for some of J. Peter Pham’s greatest “a Muslim behind every tree” writings from the mid 2000s, I’ve discovered many have disappeared from the internet. Many were in “FamilySecurityMatters” a wildly Islamophobic blog, from what @SPLC classes a “hate group”.
Here’s SPLC’s take. splcenter.org/fighting-hate/…
“Dr. J. Peter Pham, PhD” as he then styled himself, was a “Contributing Editor” with the defunct “familysecuritymatters.org”. The Council on American Islamic Relations classified them as an “Islamophobic Organization” islamophobia.org/islamophobic-o…
