On 4/9, USAF C-17 AE4F12 as RCH4614 departed Kirtland for Kleine Brogel AB, Belgium. It refueled with a KC-135 as FLAM## along the way, indicating it possibly had a hazardous cargo on board and arrived at Kleine on the 10th.

Kleine AB is home to the 701st Munitions Support Squadron whose primary mission is handling B61 nuclear weapons.
Today (4/14) USAF C-17 AE1239 as RCH4614 departed Volkel AB en route to Kirtland AFB, NM. It likely refueled along the way (as indicated by the lack of a fuel stop) possibly indicating a hazardous cargo on board.

Given the above, this was likely a mission to swap out B61s in storage at Kleine & Volkel ABs with freshly maintained weapons direct from Kirtland.
At least 18 US Air Force tankers are being staged in the Pacific with several each at Travis AFB in CA, Daniel K. Inouye IAP in HI and Andersen AFB in Guam.
This suggests some kind of large movement of air assets into the Pacific theater will take place this week.

All of these flights are carrying a RCH0## call signs in sequential order from RCH011-RCH033. Mission coding appears to be linked as well.
This is far too many tankers to be supporting SecDef's trip that begins on Monday, however the timing is curious.
Maybe SecDef will have an announcement to make this week while on his trip.

A few tankers are now moving from Guam (PGUA) to Diego Garcia (FJDG). Rumors of B-2s up and westbound out of Whiteman, though no numbers yet given.
USAF KC-135s AE065A as RCH011 and ADFF0D as RCH015 are both en route to FJDG from PGUA with others in the air.
An "aircraft emergency" has Reagan National Airport (DCA) in Washington D.C. closed as of 0155z.

US Park Police's N11PP as EAGLE1 is circling just off the end of one of the runways, and an airport operations vehicle, OPS 3, is parked at the end of the runway.

DC FEMS confirms a small plane has gone into the Potomac River.
Unknown if it came from the airport or if this is the reason the airport is closed.

All disasters begin & end locally. This means that locals retain control over the incident in their jurisdiction.
When a disaster strikes, locals respond. Once overwhelmed, they request aid from the state emergency management agency (EMA).

States then request aid from the federal government, via FEMA. FEMA coordinates the federal response, bringing in resources necessary to meet the state's immediate needs (more on that later).
NORAD was warned in August 2022 about China's balloon program. It was revealed that 5 similar balloons had traversed North America in the previous 8 years.

The US Intelligence Community informed NORAD on 27 Jan 2023 that a balloon was headed for Alaska. It was detected by NORAD radars on 28 Jan near the Aleutian Islands. The USIC likely tracked it from it's launch point on Hainan Island.
