Even in the HOLC's most "hazardous" classification, 85% of residents were White:

Moreover, when controlling for the most obvious markers of loan risk, racial demographics had barely any correlation (r = -.066, or 0.4% of variance explained) with what risk classification the HOLC assigned: Race was used to slightly improve their measure of risk but net of other markers had barely any incremental validity in predicting what classification the HOLC gave to a neighborhood.

Further still, the HOLC never even had any policy against giving out risky loans in the "Hazardous" redlined districts.

In fact, by 1940 Blacks were overrepresented among homeowners whose loans were backed through the HOLC.

Redlined areas were mostly White and there was never even any statute against loaning to people who lived in them.

How are we supposed to tell whether peer review successfully filters for quality? One low bar is that if there exists some objective way of telling good from bad, then multiple reviewers should be able to follow some common process that lets them agree on which is which.
Looking at a previous meta-analysis of inter-rater reliability with better meta-analytic methods, I find a trim & fill corrected meta-analytic effect of only 0.2054. Image

Is race a social construct cooked up to justify the transatlantic slave trade?

Review of court cases + censuses + naturalization laws concerning the Whiteness of various groups finds:
-Italians, Irish, non-Anglo Euros always considered white; their naturalization was campaigned against on grounds of non-WASP status rather than non-White status.
