Kim Jong Un is not the president nor technically the highest ranking official in North Korea. That title belongs to his deceased grandfather Kim Il Sung who still holds the position since the country falls under the definition of a necrocracy (A form of government ruled by the dead) since he was declared eternal president after his death.
2. GENERATIONAL PUNISHMENT
In North Korea, committing a crime would lead your innocent family to be in jail as well even if they didn't commit a crime. Three generations, i.e Grandparents, parents, and children will bear the brunt of a punishment one person committed.
