Reasoning for amendment: the bar is too low to remove jurisdiction. Get rid of that section entirely. We already have measures to handle this: complaint, 40-5

Substitute: move to answer O7 the negative; good intentions, but more work needed. Maybe improvements to BCO 40.
Against amendment: current BCO at least gives us a mechanism for SJC assuming jurisdiction and it has been needed recently

Move to answer 031 in the affirmative: intended to be a very high bar, depriving a man from his livelihood, depriving a church of preaching; gets in front of a wider perspective of court
For Overture: in the secular realm we have the ability to continue to pay someone while they are administratively suspended; in the church, the court suspending (Presbytery) is not the court that pays him. Higher bar is necessary.
Against: minister could do great damage to church, cause of Christ in the 10 days needed to call Presbytery meeting

For: clarification that this is not about someone who has been found guilty but someone facing trial. Trials that take 6 months to a year could do ...
... irreparable harm to minister and his congregation in the intervening time. Administrative suspension is necessary, but important to protect the rights and the welfare of the accused.

Against amendment: word "entire" is important because a judicial commission IS the court so "entire" clarifies whole Presbytery. Striking word "entire" fails by voice vote.

Burden on the person who has been judged guilty to show repentance. But notice should be given of a hearing that this matter will be considered, opportunity to show evidence of repentance.

Motion to answer in the affirmative: our BCO is designed for calling TEs to local church but not well designed for OOB calls. Amendment to remove "and other calls from outside the PCA" sustained without objection.
Amendment to add "if the call is approved by Presbytery" sustained without objection.

Amendment to add "to give instruction in the doctrines and duties of religion in a" to specify that teaching theology is a needful call sustained without objection.

We're back for Tuesday Morning Overtures Committee, beginning with Overtures 43 and 34. Admin Committee CoC representative is reporting to the Overtures Committee about their recommendations which differ from the recommendations of the permanent committee.
Point of order: the BCO requires that the OC hears from both a representative of the CoC and the permanent committee. Folks are working on arranging representative from permanent committee to speak.
Discussion of O43 - Representative of AC CoC says that they are offering an amendment to allow for collection of age data but not ethnic data. How do you collect ethnic data? It's not clear cut. Not all churches report, inaccurate data could cause problems.
