I REALLY wish Kiwis would bother to read the Matike Mai report. It explains EVERYTHING! Everyone bangs on about He Puapua, well Matike Mai birthed He Puapua. It’s almost the entire TPM manifesto. It’s what Ardern and Labour referred to when crafting their policy to Māorify everything - bust most importantly - it’s where the whole constitutional change by 2040 was determined and planned. It’s the blueprint for everything we see, hear and experience in NZ today.

This the @grok summary:

The **Matike Mai Aotearoa** report, commissioned by the Independent Working Group on Constitutional Transformation and initiated by the Iwi Chairs Forum in 2010, is a Māori-led initiative aimed at developing a model for an inclusive constitution for Aotearoa (New Zealand). The report, launched on Waitangi Day in 2016, is based on extensive consultations conducted between 2012 and 2015, involving 252 hui (meetings) with over 10,000 Māori participants and 800 written submissions. These consultations engaged diverse groups, including iwi, hapū, Māori with disabilities, Māori LGBTQI communities, youth, gangs, and churches, to ensure inclusivity.

### Summary of the Matike Mai Report
The report proposes a vision for **constitutional transformation** rooted in Māori values, tikanga (customs and protocols), and key historical documents: **He Whakaputanga o te Rangatiratanga o Niu Tireni (1835 Declaration of Independence)**, **Te Tiriti o Waitangi (1840 Treaty of Waitangi)**, and the **United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP)**. It emphasizes the enduring Māori right to **tino rangatiratanga** (self-determination) and seeks to address the ongoing constitutional imbalances caused by colonization, which have marginalized Māori decision-making power.

The report identifies **seven key constitutional values** to underpin a new constitution:
1. **Tikanga**: Māori laws and customs as a foundation for governance.
2. **Community**: Emphasis on collective well-being and relationships.
3. **Belonging**: Connection to land, identity, and culture.
4. **Place**: Recognition of the significance of land and environment.
5. **Balance**: Harmony between different spheres of influence.
6. **Conciliation**: Collaborative and consensual decision-making.
7. **Structure**: Clear frameworks to support constitutional arrangements.

It outlines **three spheres of influence** for decision-making:
- **Rangatiratanga sphere**: Where Māori make decisions for Māori, reflecting their sovereignty.
- **Kāwanatanga sphere**: Where the Crown governs its people.
- **Relational sphere**: A shared space where Māori and the Crown work as equals in a “conciliatory and consensual democracy” to uphold the Tiriti relationship.

The report presents **six indicative constitutional models** to illustrate potential frameworks for a Treaty-based constitution. These models vary but share a commitment to recognizing the independence of iwi and hapū while fostering interdependence with the Crown. Examples include proposals for a Māori parliament or co-governance structures, though specifics are high-level to encourage further discussion.

### Ultimate Goals
The ultimate goal of the Matike Mai report is to achieve **constitutional transformation by 2040**, creating a governance system that:
1. **Honors Te Tiriti o Waitangi**: Ensures the Treaty’s principles of partnership, active protection of Māori rights, and tino rangatiratanga are fully realized.
2. **Restores Māori Sovereignty**: Reinstates Māori decision-making authority (mana motuhake) over their own affairs, as envisioned in He Whakaputanga and Te Tiriti.
3. **Promotes Inclusivity**: Develops a constitution that benefits all New Zealanders, integrating Māori and Pākehā worldviews while addressing historical injustices.
4. **Embeds Māori Values**: Grounds governance in tikanga and Māori principles to create a fair, balanced, and culturally responsive system.
5. **Fosters Partnership**: Establishes equitable relationships between Māori, the Crown, and other New Zealanders through collaborative decision-making in the relational sphere.
6. **Ensures Enforceable Rights**: Advocates for constitutional protections to make Māori rights, including those under the Treaty, legally binding and not subject to political whim.
7. **Engages Ongoing Dialogue**: Encourages continued conversations among Māori, tangata tiriti (non-Māori New Zealanders), and the Crown to refine and implement the vision.

The report recommends ongoing engagement, education, and discussions to build momentum toward this transformation, acknowledging the challenges but emphasizing its feasibility with collective commitment. It positions constitutional change as essential for addressing inequities, racism, and land confiscations resulting from colonization, aligning with broader Māori aspirations for self-determination and justice.
