A #Thread 🧵. So I did a deep dive on Friday's IC’s Annual Report tabled in the Senate. The IC has been operational for 7 years now. From 2019 to 2025, the IC got ~$7,701,233,671 in taxpayers' funds (see figures below taken from the IC annual report). … (1/17)

In other words, from 2019 to 2025, IC’s budget increased by 312% or 27% annually. According to the GoJ 2025/2026 Estimates of Expenditure, the IC’s budgeted to get another $1,991,801,000. Which means the IC has already spent $7.7B and by next year will spend ~$10B 🤯. … (2/17)

Since its inception, the IC has only certified 3,654 SDs while spending $7.7B (you can do the math). However, the IC has received 189,411 SDs. Therefore, since their inception, they have only certified 1.9% (meaning the IC’s productivity is 1.9% after spending $7.7B). … (3/17)

The IC has disproportionately focused on parliamentarians and largely neglected the other public sector, 7% (12,936/ 186,103) of “Other Public Officials,” while MP is at 84%. Why does the IC have such low productivity and a large backlog? … (4/17)

Total salaries & other related costs were $200,159,341 & total gratuity payments (bonus) were $36,334,623. Of the above amounts, the Commissioners' fees were $5.5M and the highest paid Director was the Dir. Of Corruption Prosecution at $13.7M p/a. … (6/17)

Now, fast forward to 2025 where the total Staff costs is ~$1B. Permanent staff is now 137 and temporary staff is 14. Salaries increased by $106M or 16.1% YoY while staff count increased by 12 🤔. At the same time, Gratuity (bonus) increased by $38M or 32.2% to $156M 🤯. … (7/17)

Another red flag 🚨was the 93.3% increase in Security from $45.5m to $94.3M. Meals and entertainment saw a noticeable surge of 94% to $14.9M. See the changes and other noticeable increases below. … (8/17)

Now, look at the commissioners’ fee [pay] (5 commissioners) and the directors’. The Exec Director got $17.9M for being a conduit (a liaison man). While there was a 100% increase for the Dir. of Information Systems & almost 100% increases for two other positions (why?). … (9/17)

Let's go back to the 2024 financials. Total staff count increased by 16 to 139 however staff cost only increased by $95.6M or 13.3%. … (10/17)

However, there were some major increases in security of 879.5% 🤯, maintenance, 135.7%, and repairs and maintenance, 258.2%. Could the IC tell us what caused these massive increases? Note, that these increases continued into 2025 (see post above). … (11/17)

The former Chairman says the IC has issues recruiting at certain levels, but the financials contradict his final remarks. As a matter of fact, the GoJ has been giving the IC more money than it currently utilises despite its dismal performance & productivity. … (13/17)

Note that the reports did not mention the Forensic audit done on the PM SD, nor was there a line item for the forensic audit in the reports. It can be assumed that the expense for the audit was recorded under one of those noticeable increases. Why though??... (14/17)

Many ppl are up in arms abt MP Warmington’s insistence on removing the AG as a commissioner, and I agree with him. The IC’s performance and value for money can't be properly audited if the AG remains a commissioner. The private accountant only looks at IC’s financials. … (14/17)

1. What accounts for the increases in line items over 2023 and 2025?
2. Why wasn't the forensic audit findings included in the IC’s report?
3. Part 2 of question 2, under what line item was the forensic audit cost recorded? (15/17)

4. Why were there such massive increases in salaries for 3 directors in 2025?
5. Why was there a massive increase in gratuity over the past 3 years?
6. What is the IC doing to tackle the huge backlog?
7. Why was the IC in favour of the removal of AG then but not now? (16/17)

8. Is there any connection between C.R. Hylton & Co. Chartered Accountants and the IC’s lawyer, Michael Hylton? C.R. Hylton & Co. Chartered Accountants is the accounting firm that does the IC’s financials. (17/17)
