New effortpost arguing that manuscript evaluations in peer review are more correlated with reviewers' theoretical prejudices than they are with the ratings of another reviewer.
How are we supposed to tell whether peer review successfully filters for quality? One low bar is that if there exists some objective way of telling good from bad, then multiple reviewers should be able to follow some common process that lets them agree on which is which.
Looking at a previous meta-analysis of inter-rater reliability with better meta-analytic methods, I find a trim & fill corrected meta-analytic effect of only 0.2054.
