1. GHF was operationalized by former CIA Special Activities chief Philip F. Reilly through Safe Reach Solutions (SRS), a shell company he formed while working for Orbis Operations - a CIA-Tech contractor owned by private equity firm McNally Capital.

2. The operational model for SRS & GHF was drafted by Boston Consulting Group (BCG), whose defense team - led by former U.S. officer Matt Schlueter -provided pro bono planning at the request of Orbis, on behalf of the Israeli think tank Tachlith Institute.

5. Cundiff and Two Ocean are also linked to Silver Pheasant, another shell set up with CAPC RA .RAI is notorious in Panama Papers leaks. "Bill Havre," who signed CAPC's incorporation, was exposed as a pseudonym in a 2022 WPost investigation into anonymous U.S. shell structures.

6. McNally, which acquired Orbis in 2021, later took an "economic interest" in SRS. The GHF-SRS structure was set up by Orbis's Reilly the month after fellow former CIA official Michael Anne Casey-Tyler privately briefed McNally's annual investor meeting.

7. Matt Schlueter, the BCG partner who led planning for SRS-GHF before his dismissal, served on the board of Operator Relief Fund with ex-CIA official Michael Anne Casey-Tyler. The group, tied to U.S./Israeli special ops, bridges BCG’s Gaza team and McNally's intel network.

8. 'Security' at GHF aid sites is provided by UG Solutions, a private military company founded by ex-Army Special Ops soldier Jameson Govoni. Govoni previously ran Sentinel Foundation (SF), a trafficking 'NGO', and founded Alcohol Armor LLC after undercover work in Nicaragua.

9. SF, branded as a counter-trafficking NGO, serves as a conduit between evangelical funders - such as Samaritan's Purse and the TTF - and military contractors. SF's leadership overlaps with UG (Govoni & Cipriani), and its own reports confirm partnerships with both SRS and UG.

10. We Fight Monsters partners with SF and UG, reinforcing the paramilitary branding of Gaza aid delivery.

11. SF's network blends evangelical donors, tactical trainers (PRDT, HOP Munitions, E3 Ranch), and government-affiliated programs (DHS's Blue Campaign, Caribbean RSS) to legitimize and operationalize Private Military Company-linked aid work.
