Pl read this thread in continuation of my last one on the regressive nature of the Sports Bill 2025 being anti-sports.
I am highlighting herein 11 more critical issues which no one else has raised.
Must complement this Govt for incredible media & stakeholder management👏
(1/n)
XIV. No Tenure Restriction Govt Servants
Currently Govt Servants are permitted to contest elections in cases they have prior permission for the same and can govern only for 1 term or 5 yrs whichever is less.
Under the Sports Bill, there is no such tenure restriction.
(2/n)
XV. Size of Executive Committee (EC) with 15 members is large & unreasonable
Currently under the Govt Sports Code ordinarily an NSF can have an EC comprising of 7 members.
Under the Sports Bill a maximum of 15 have been permitted.
(3/n)
XVI. Govt power to relax age restriction further
Currently no member can hold any office beyond the age of 70 yrs.
Under Sports Bill, in case a member of an EC is serving as an executive in an International Sports Body then no upper age limit of 70-75 years shall apply.
(4/n)
XVII. Power to exempt any or all provisions
This power was introduced in 2021 and is currently under challenge.
However, under the garb of public interest, Govt has got special powers to exempt any sports body fm following all or any of the provisions of the Sports Bill.
(5/n)
XIX. No Arbitration Commission
Sports Bill has completely done away with the concept of Arbitration Commission and hence there is no independent, cost effective, speedy and efficacious remedy provided to the sportspersons who are generally people of meagre means.
(6/n)
XX. Citizens barred fm filing complaints seeking suspension/cancellation of recognition.
As per 2004 BCCI judgment {Rahul Mehra Vs UOI, BCCI) any person has the right to challenge any sports body to perform key public functions.
SportsBill has provisions to the contrary
(7/n)
XXI. Devil is always in the details which have not been provided in the Sports Bill at all.
For each & every Commission / Board / Tribunal / Sports body & its affiliate and/or any other body/Institution provided for under the Sports Bill there is stoic silence maintained
(8/n)
as regards critical provisions pertaining to the specific condition, composition, appointment, selection, term, eligibility criteria, disqualification, etc.
No detail whatsoever is provided and hence the Bill is open to a lot of abuse and dilution subsequently.
(8A/n)
XXII. Power to make Rules & Regulations
Everything critical has been left completely unaddressed in the Sports Bill such as Terms & Conditions and Eligibility Criteria for Recognition and Derecognition of an NSF and/or its Affiliate by the National Sports Board.
(9/n)
There is no clarity on what “Regional Sports Federations”, “National Sports Promotion Organisation”, “Other Units”, etc mean and whether defunct bodies like “State Olympic Associations” are granted voting rights or fall under any of these contrary to court orders.
(9A/n)
XXIII. No Model Election Guidelines (MEG)
Currently under Govt Sports Code, every election of all sports bodies to be free & fair has to be conducted as per the MEG.
Under the Sports Bill MEG has been done away with in order to promote undemocratic & unfair elections.
(10/n)
XXIV. No clarity as regards constitution, composition, term, eligibility etc of any of these bodies👇
Athletes Comm & Sportspersons of o/s merit
Ethics Comm & Code of Ethics
Safe Sports Policy
Grievance Redressal
National Sports Board
National Sports Tribunal, etc

A thread on the shameless Sports Bill 2025 being tabled in Parliament today. Unfortunately not a single political leader or any of the political parties has questioned/objected to the highly regressive & draconian provisions of the Bill.
As the saying goes, “Is hamam mein sab…?”
Here is why the so called “National Sports Governance Bill 2025” (in short Sports Bill) which is being tabled today by Modi Government’s Sports Minister in Lok Sabha going to prove to be the death knell of Indian Sports.
(1/n)
Sports Bill is nothing but an unfortunate attempt to completely undo the reformative body of work done by me through my PILs on sports over the last 2 decades and to negate the current law of the land laid down by HC & SC through various judicial pronouncements.
(2/n)
How can the mighty Indian government lead by super strong pro athlete PM @narendramodi have such a tame & timid Union Sports Minister in @mansukhmandviya
..(1/n)
who has completely given up on athlete interest as also well established good governance principles and international best practices duly approved by the International Olympic Committee (IOC) and top Indian courts including Delhi HC?
Why else would one do away with the
..(2/n)
much fought over, hotly contested & most contentious issue over the last 2 decades and completely do away with the most desirable restricted tenure clause of a max of 3 terms of 4 yrs each, ie, max of 12 yrs with cooling off period which has been in operation since 2011?
..(3/n)
Hopefully when tomorrows CAS verdict is pronounced and due to billion+ prayers &grace of God @Phogat_Vinesh does end up winning that legitimate, well fought & hard earned Olympic Silver medal we must not forget all those who abandoned her by leaving her entirely to her own
(1/n)
at a time when she probably needed them the most. She was visibly distraught, shattered & broken in every which way but the concerned authorities & its officials couldn’t care less.
Missing 👇
A) Suspended Wrestling Federation Of India (WFI) & its boss Sanjay Singh
(2/n)
magically found himself there in the thick of action in Paris when he ought to have been barred from being anywhere close to the Olympic Village in the backdrop of serious allegations levelled by Vinesh in her Writ Petition pending before Delhi HC since 03.03.2024.
As Paris 2024 Olympics comes to an end, India has finished 70th on the Medals table but the Indian Govt, IOA & Nita M Ambani as the only IOC member from India are all keen on bidding for Olympic Games in 2036.
My personal take on whether India should place such a bid👇
(1/n)
1. I believe that India, a third world sporting nation, though aspiring to be a first world economic power, must not get carried away and undertake such lavish wasteful expenditure of tens of billions of dollars on hosting Olympic Games in 2036 at least for now.
(2/n)
2. Countries usually host Olympics to exhibit to the world at large their sporting prowess &coming of age as a sporting super power.
India might be on its path economically over the next few decades bt definitely hasn’t even started an honest journey in the sporting arena.
(3/n)
After speaking with extremely reliable sources in India and in Paris, the following seems to have happened once @Phogat_Vinesh was weighed-in and subsequently disqualified at the Paris Olympic.
Sequence leading up to filing of the CAS appeal and who actually filed it👇
(1/n)
1. During Olympic Games, every host city (in this case Paris) has to have a panel of pro bono lawyers which is set up during the period of the Games to fight cases on behalf of athletes;
(2/n)
2. Four French lawyers are representing & appearing for Vinesh who happen to be a part of a panel of pro bono lawyers set up by the Paris Bar in order to fight cases on behalf of the athletes before the Court of Arbitration for Sports (CAS);
(3/n)
Let’s be clear about one thing.
Every Indian institution, be it the Wrestling Federation of India (WFI), Indian Olympic Association (IOA) or the Ministry Of Youth Affairs (GOI) all kept opposing @Phogat_Vinesh over the last 2yrs during wrestlers protest including in DelHC. (1/n)
WFI is currently headed by Sanjay Singh, proxy & close aide of criminally charged Brij Bhushan Sharan Singh (BBSS) on account of sexual harassment. WFI allegedly did everything it could to ensure Vinesh doesn’t make it through the trials or qualify for Paris Olympics. (2/n)
As regards IOA it is currently headed by two phenomenal onfield Indian athletes PT Usha & Gagan Narang but unfortunately they owe their existence/office in IOA to the powers that be. Hence they are allegedly remote controlled into taking decisions on behalf of GOI. (3/n)
