He ran anti-terrorism and national security cases in Texas.
He knows how conspiracy law works.

This isn’t a “theory.”
It’s a federal criminal code:

- 18 USC § 371 (Conspiracy to defraud)
- § 241 (Conspiracy against rights)
- § 242 (Deprivation of rights under color of law)
