1/ Submitted by Sen. Schumer with bipartisan backing from Sens. Rounds & Gillibrand, SA 3111 would force public disclosure of all UAP-related records held by government agencies and private contractors.
It assumes disclosure by default.
2/ The bill defines "Unidentified Anomalous Phenomena (UAP)" as:
Craft without known propulsion
Transmedium vehicles (air/sea/space)
Objects showing lift defying aerodynamic laws
Multispectral cloaking
Biophysical effects on humans or the environment
3/ It also defines:
Technologies of Unknown Origin = materials/craft not human made
Non Human Intelligence (NHI) = any sentient lifeform not of human origin
Legacy Programs = pre-Act efforts to collect, reverse-engineer or study TUO or NHI
4/ Every federal office from DoD to NASA to the CIA and DOE must review and turn over all UAP related records within 300 days.
Private defense contractors and academic institutions working under gov contracts are also included.
No exceptions.
5/ Records go to the National Archives, which will create a public digital database of all UAP related materials.
This includes:
Photos, videos, sensor data, emails, maps, internal memos and classified reports if they relate to UAPs, they must be disclosed.
6/ Disclosure can only be delayed if releasing the info would cause clear, demonstrable harm to:
Military defense
Intelligence operations
Law enforcement
Foreign relations
Source protection
Even then, delays must be justified in writing.
7/ No UAP record may be destroyed, altered, or reclassified.
Any postponed record must be reviewed every 5 years, and must be released within 25 years unless the President intervenes.
That intervention must also be written, justified, and published.
8/ The Act establishes a UAP Records Review Board with 9 Senate confirmed members.
They must have no ties to legacy programs.
They'll have full subpoena power, security clearances, and oversight over all UAP records even within SAPs and SCIFs.
9/ Whistleblowers and witnesses who testify before the Review Board are protected under 50 U.S.C. §3373b(b).
They cannot be retaliated against.
Immunity applies even if they previously signed NDAs.
10/ The Review Board's authority extends through September 30, 2030, unless extended.
All postponed records will become public no later than 25 years after creation, unless the President personally intervenes with written justification.
11/ Key agencies mentioned:
DoD, Navy, Air Force, CIA, NSA, DIA, NRO, FAA, FBI, NOAA, NASA and the Energy Dept. (including AEC and Manhattan Project)

1/ Lockheed Martin just posted one of the worst quarters in its history, reporting an 80% drop in profits and a $1.6B pretax loss.
The main reason they say is a highly classified aeronautics program the CEO called “game-changing”... and even “magical.”
2/ In Lockheed’s July 22 earnings call, CEO James D. Taiclet fielded questions about a project so secret he couldn't even name it.
His words:
“This is a highly classified program... a game changing capability for our joint U.S. and international customers.”
Avi Loeb just fired back at critics of his latest paper on 3I/ATLAS.
Loeb defends his right to question if the object might be alien tech and takes aim at what he calls “scientific gatekeeping.”

He argues that “speculating responsibly” is a core part of scientific progress, and framing a hypothesis (however unlikely) isn’t the same as declaring something as fact.
