❌ Require a judge-signed warrant for ICE detainers

That last part is the trick.
3/ Under federal law, immigration judges can’t issue warrants.
That means the city demands a type of warrant that doesn’t exist—then uses that as an excuse to release criminals ICE is actively trying to deport.
