One way is aid diversion, which is still ongoing. Since at least 2007 when the terror group took over Gaza, it has diverted and controlled humanitarian aid – funding tunnels, weapons, and supplies used in the massacre. It works like this ⬇️
Diversion via MoSD:
👉Eur gov’ts (🇪🇺🇬🇧🇫🇷🇩🇪🇨🇭🇳🇴🇪🇸) fund Gaza programs for cash aid, food vouchers, etc.
👉Money flows through UN agencies (UNICEF, WFP) & NGOs (@mercycorps, @Oxfam).
👉In Gaza, the Hamas-run Ministry of Social Development (MoSD) is a main partner in the process. >>
Hamas has controlled MoSD-Gaza for years. In 2019, Hamas politburo member Ghazi Hamad became its head.
MoSD decides who appears on aid lists, giving Hamas power over distribution. >>
Important note: Western gov’ts have a “no-contact” policy w/ Hamas. So to operate in Gaza, aid agencies use “workarounds.”
They claim to partner w/ the PA’s MoSD in Ramallah, while in reality the Gaza branch – staffed mostly by Hamas – runs the programs & controls the aid. >>
A UN description of a 2022 @mercycorps project shows how it works:
All “unserved or underserved” families were chosen from MoSD lists – meaning Hamas ultimately decides who gets humanitarian funds. >>
Hamas also takes a cut.
With Gaza’s banks shut, recipients must cash out aid via Hamas-linked brokers, who charge 20–40% fees.
That’s money skimmed directly from international aid, turned into Hamas revenue.
European funding to MoSD-linked programs:
🇪🇺 €16.8M (2023) + €1.93M & €2.2M to UNICEF cash aid
🇫🇷 €8M (2023)
🇪🇸 €1.5M (2023) + €400K (2020) to WFP food vouchers
🇬🇧 amount not disclosed; UNICEF cash aid via MoSD despite Hamas link
🇩🇪 €210,822 (2023) to UNICEF cash aid
🇨🇭 CHF1.5M (2023) to WFP food aid
🇳🇴 $2.85M (2023) to WFP food aid
The @JewishCurrents article on resignations at @HRW reveals more than an internal dispute. It’s a reminder of what happens when an NGO promotes the most extreme activists to positions of influence. 🧵 >>
Milena Ansari, who co-led the “Israel and Palestine team,” was hired by @hrw after working for years at Addameer - sanctioned by both US and IL for its affiliation with the PFLP terrorist organization. >>
In a widely criticized post, @OmarSShakir (“Israel and Palestine Country Director” since 2016) attempted to dismiss Israeli evidence of hostages in Rantisi Hospital by claiming that an IDF-released list of Hamas operatives’ shifts was merely “a calendar of days of the week in Arabic.”
New evidence: the “spontaneous” anti-Israel protests after Oct. 7 were fueled by millions of dollars and organized at a national level. 🧵
NGO Monitor’s review of @WESPAC_NY’s IRS Form 990 shows a post-Oct. 7 funding surge used to bankroll protest networks, including terror-linked Palestinian Youth Movement (PYM). >>
For the first time, WESPAC’s IRS filing names its fiscally sponsored projects, rather than hiding them under vague categories like “office expenses,” exposing direct financial support for NGOs engaged in antisemitic rhetoric and groups with documented terror ties. >>
One major beneficiary was Palestinian Youth Movement (PYM). WESPAC’s 990 shows that $1 million was routed to PYM through “Honor the Earth.” (PYM leaders hold senior leadership roles at the Honor the Earth pass-through.) >>
❗Breaking: NGO Monitor researcher finds photo of Dr. Hussam Abu Safiya in his Hamas uniform. 🧵
That the director of Kamal Adwan Hospital had a Hamas rank was an open secret in Arabic media, yet he was invited to write opeds for the @nytimes and was praised as a hero in an international campaign calling for his release.
@nypost reported the story >>
NGO Monitor Senior Researcher @vincent_chebat found a photo of Abu Safyia wearing a Hamas uniform while “at a gathering of Hamas elites…including Gen. Abu Obaida Al-Jarrah, Director of Military Medical Services Saeed Saoudi and National Security Forces commander Col. Naeem Al-Ghoul.” >>
The massive campaign following Abu Safiya’s arrest by 🇮🇱 in 2024 framed his detention as part of the “systematic targeting of Palestinian health workers” and never mentioned the Hamas affiliation. The campaign included @docstopgenocide @WHO @BBCNews @AJEnglish @MENA_Rights @FranceskAlbs @hrw @amnesty and others. >>
🚨Exclusive Hamas files tell the untold story of a KGB-style system for infiltrating and controlling the entire humanitarian aid industry in Gaza, including international NGOs. 🧵
Through designated “guarantors,” Hamas steered humanitarian projects while NGOs stayed silent about Hamas’ abuse.
The details you weren’t supposed to see >>
A “guarantor” is a Hamas-approved NGO liaison embedded in all international NGOs in Gaza who must:
✅ Hold a senior post w/the NGO
✅ Be Hamas-affiliated or compliant
✅ Give Hamas access to info on finances & projects
✅ Be subject to surveillance & pressure
✅ Be a local Gazan
>>
At least 11 guarantors (out of 55 listed in the Hamas docs) were identified *by Hamas* as having terror links:
🇬🇧 Medical Aid for Palestinians (MAP-UK) – Gaza administrative director; member of Hamas’ military wing (Qassam Brigades).
🇬🇧 Human Appeal – Gaza director; Hamas-affiliated, held multiple management positions in the movement.
🇵🇸 CIVITAS – Executive director; pledged allegiance to Hamas during the First Intifada, active in Da’wa networks (responsible for recruiting new Hamas members)
🇮🇹 CESVI – Representative body member; affiliated with Hamas.
🇺🇸 International Medical Corps (IMC) – Gaza administrative director; Hamas supporter (Da’wa “captain” rank).
🇳🇴 Norwegian Refugee Council (NRC) – Gaza administrative director; Hamas supporter, Gaza government officer (rank of captain).
🇵🇸 El-Baraka Association for Charitable & Humanitarian Work – Gaza director; former Hamas member.
🇺🇸 Rahma Worldwide – Gaza director; currently Hamas-affiliated.
🇫🇷 Handicap International (Humanity & Inclusion) – Gaza director; Hamas-affiliated.
🇵🇸 El-Amal Rehabilitation Society – Executive director; employee of Hamas-run Gaza government.
🇺🇸 Catholic Relief Services (CRS) – Gaza director; affiliated with the PFLP (U.S./EU-designated terror organization).
>>
‼️Another example of how NGO activity in Gaza is compromised by Hamas:
Mental-health NGO @GCMHPMedia reported that armed men stormed its Gaza clinic, expelled guards & locked out staff at gunpoint. >>
The NGO appealed to the “local authorities” (Hamas). The fact that nothing happened prompted many to conclude that the armed men were themselves Hamas. >>
GCMHP demanded that humanitarian facilities remain “free from any threat or interference from any party.” But, as this incident and many others discussed in our research prove, such freedom and independence doesn’t exist under Hamas rule in Gaza. >>
🚨 British Consulate Rep in Gaza to Hamas: Terror designation will not stop UK-funded projects.
A @daily_express exclusive report: Declassified docs from NGO Monitor reveal 🇬🇧 reassured Hamas, contradicting its claimed “no contact” policy and showing ongoing cooperation. 🧵> >
In Nov 2021 🇬🇧 designated Hamas a terror group and pledged “no contact” or cooperation. Yet - Hamas documents from 2022 record a UK official meeting with the Interior Security Mechanism (ISM) –a unit of the Hamas Ministry of Interior and National Security (MoINS). >>
In Feb 2022, the 🇬🇧 Consulate in Gaza met with the ISM that oversees NGOs and enforces Hamas policy. The 🇬🇧 rep assured Hamas that the 2021 “resolution of the UK to ban Hamas movement and designate it as a terrorist organization shall not have an impact on projects funded by the British government.” >>
