One way is aid diversion, which is still ongoing. Since at least 2007 when the terror group took over Gaza, it has diverted and controlled humanitarian aid – funding tunnels, weapons, and supplies used in the massacre. It works like this ⬇️

MoSD decides who appears on aid lists, giving Hamas power over distribution. >>
Important note: Western gov’ts have a “no-contact” policy w/ Hamas. So to operate in Gaza, aid agencies use “workarounds.”
They claim to partner w/ the PA’s MoSD in Ramallah, while in reality the Gaza branch – staffed mostly by Hamas – runs the programs & controls the aid. >>

With Gaza’s banks shut, recipients must cash out aid via Hamas-linked brokers, who charge 20–40% fees.
That’s money skimmed directly from international aid, turned into Hamas revenue.
