One way is aid diversion, which is still ongoing. Since at least 2007 when the terror group took over Gaza, it has diverted and controlled humanitarian aid – funding tunnels, weapons, and supplies used in the massacre. It works like this ⬇️
Diversion via MoSD:
👉Eur gov’ts (🇪🇺🇬🇧🇫🇷🇩🇪🇨🇭🇳🇴🇪🇸) fund Gaza programs for cash aid, food vouchers, etc.
👉Money flows through UN agencies (UNICEF, WFP) & NGOs (@mercycorps, @Oxfam).
👉In Gaza, the Hamas-run Ministry of Social Development (MoSD) is a main partner in the process. >>
Hamas has controlled MoSD-Gaza for years. In 2019, Hamas politburo member Ghazi Hamad became its head.
MoSD decides who appears on aid lists, giving Hamas power over distribution. >>
Important note: Western gov’ts have a “no-contact” policy w/ Hamas. So to operate in Gaza, aid agencies use “workarounds.”
They claim to partner w/ the PA’s MoSD in Ramallah, while in reality the Gaza branch – staffed mostly by Hamas – runs the programs & controls the aid. >>
A UN description of a 2022 @mercycorps project shows how it works:
All “unserved or underserved” families were chosen from MoSD lists – meaning Hamas ultimately decides who gets humanitarian funds. >>
Hamas also takes a cut.
With Gaza’s banks shut, recipients must cash out aid via Hamas-linked brokers, who charge 20–40% fees.
That’s money skimmed directly from international aid, turned into Hamas revenue.
European funding to MoSD-linked programs:
🇪🇺 €16.8M (2023) + €1.93M & €2.2M to UNICEF cash aid
🇫🇷 €8M (2023)
🇪🇸 €1.5M (2023) + €400K (2020) to WFP food vouchers
🇬🇧 amount not disclosed; UNICEF cash aid via MoSD despite Hamas link
🇩🇪 €210,822 (2023) to UNICEF cash aid
🇨🇭 CHF1.5M (2023) to WFP food aid
🇳🇴 $2.85M (2023) to WFP food aid
Exclusive: European governments are funding Gaza aid programs that are coordinated with a Hamas-run ministry. 🧵
NGO Monitor’s new report shows how a deliberate workaround gives Hamas control over aid from 🇪🇺🇬🇧🇫🇷🇩🇪🇨🇭🇳🇴🇪🇸. >
via @LahavHarkov @j_insider
The ministry in question is Gaza’s Ministry of Social Development (MoSD) – headed by Ghazi Hamad, a Hamas politburo member and U.S.-designated terrorist who justified the Oct 7 attacks.
UN agencies and NGOs rely on his ministry’s lists for cash and voucher recipients. >
This setup gives Hamas the ability to:
– Decide who receives aid
– Enforce loyalty through resource control
– Divert funds to tunnel construction, logistics, and salaries
– Profit via Hamas-linked brokers who charge up to 40% in withdrawal fees

🧵 Mainstream TV networks (@ABC @CNN @HBO) are amplifying unverified NGO accusations that 🇮🇱 is deliberately starving Gaza, often relying on data from Hamas-run sources. The most egregious recent example: @iamjohnoliver segment, which leans on dozens of NGOs to push this libel ➡️
In his recent episode, @iamjohnoliver claimed "Gaza is being starved by Israel” referencing NGOs: @MSF @amnesty @christian_aid @mercycorps @btselem @PHRIsrael @Oxfam & “100 other agencies". No mention of 🇮🇱 perspectives or Hamas’ aid diversion➡️
Our research demonstrates that these NGOs promote harmful anti-Israel agendas attacking Israel's legitimacy. Many push BDS campaigns, apartheid rhetoric, genocide libels, lawfare and some coordinate with Hamas-run ministries risking aid diversion. ➡️
This bizarre story exemplifies the dire need for aid oversight in Gaza 🧵
1️⃣ Yesterday, a notice on @gcmhpmedia’s website detailed an internal corruption scandal alleging “the embezzlement of millions of dollars from the Gaza Mental Health Programme” – meaning itself – “funded by international organizations” >
2️⃣ The funds “meant for medications and therapy sessions” were reportedly diverted into “the personal accounts of senior officials.”
GCMHP is funded by the EU, Switzerland, Norway, Sweden, and the @UN.
Today, their website is down.
3️⃣ A month ago, GCMHP’s now-defunct site published a statement announcing that its President, Raji Sourani, had resigned “amid reports that he uncovered financial and administrative misconduct and corruption within the organization.”
🚨A few minutes ago, the infamous @UN Special Rapporteur Francesca Albanese presented a report accusing 45+ global companies of contributing to “genocide” via their business ties to Israel.
While framed as a legal assessment, the report - rooted in biased NGO-claims - advances a dangerous political agenda 🧵>>
Beyond the obvious “genocide” libel at the core of the report (“From Economy of Occupation to Economy of Genocide”) it pushes a false legal narrative: that private companies linked to the West Bank are violating international law. >>
It’s no coincidence the companies named in the report operate from countries closely allied with Israel. Albanese’s goal: isolate Israel, pressure divestment, legitimize BDS, and criminalize doing business with the Jewish state. >>
Reportedly, Canadian police are investigating Israeli soldiers for alleged “war crimes.”
This is occurring in the context of an antisemitic campaign of intimidation, lawfare, and Hamas whitewashing underway in 🇨🇦—and NGOs are leading it.
The Maple published a “Find IDF Soldiers” list naming 163 Canadians, their synagogues, and even family workplaces. 🧵>>
Who’s driving this deeply unsettling campaign – supposedly based on “accountability” and respect for int’l law?
One month after Oct 7, the creator of the Maple database, Davide Mastracci, wrote:
“I would 100% prefer living beside a Hamas-supporting Gazan to an average Israeli.”
A network of 🇨🇦 legal NGOs—including CCAG, ICJP–Canada, CLAIHR, and others—is waging coordinated lawfare against Israel:
⚖️ Suing Canada for “failing to prevent genocide”
🚫 Demanding an arms embargo
🎓 Defending campus protests that justify Oct 7
🚨 Bombshell segment on @N12News last night featuring NGO Monitor Legal Advisor @anneherzberg14: The 🇬🇧 government is funding a Gaza cash aid program, involving the Hamas-controlled Ministry of Social Development (MoSD).
According to 🇬🇧 officials, the primary risk wasn’t terror financing/diversion — but “reputational.”
It’s all spelled out in an official document from the British Consulate-General in Jerusalem, discovered by NGO Monitor. 🧵>
NGO Monitor Legal Advisor @anneherzberg14: “The British government is actually giving millions of pounds to the UN, mostly to UNICEF, and UNICEF who are working with the Ministry of Social Development in Gaza. And that is controlled by Hamas.” >
Who runs MoSD? Ghazi Hamad, a Hamas politburo member. He was appointed by Hamas in 2019. After the October 7th atrocities, he appeared on TV stating that he would do it “again and again and again”. And worst yet, the 🇬🇧 gov’t was aware of the Hamas control. >
