The Secretary-General of Hezbollah, Sheikh Naim Kassem delivered a speech at the commemoration ceremony of Arbaeen, organized by Hezbollah at Sayyeda Khawla (AS)'s shrine in Baalbeck.

Sheikh Naim Kassem:
I salute these Hussaini crowds, who came from all the villages and the Baalbek-Hermel region, to commemorate the Arbaeen of Imam Hussein. I also salute the massive crowds who walked the path to Karbala in observance of this painful memory.
Sheikh Naim Kassem:
In this speech, I will address three matters: the first is the commemoration of Ashura, the memory of Arbaeen, and the Arbaeen of Imam Hussayn (peace be upon him). The second is the victory of July 2006. The third is the political situation we are living in in our country.
Sheikh Naim Kassem:
The more we commemorate Arbaeen, the more of its blessings we uncover. Imam Hussayn (pbuh), through his movement, uprising, and revolution in Karbala with his family and companions, established the principles of the true religion, upheld integrity, dignity, and paved the way for the awaited Imam Mahdi (may Allah hasten his reappearance). He rose seeking reform: “I have only risen to seek reform in the nation of my grandfather, the Messenger of Allah.” This reform is to restore religion to its correct path, at the practical, behavioral, and leadership levels.
Establishing religion requires dignity, high morale, and a strong stance in facing challenges. This is what Imam Hussayn did with his family and companions, who did not submit to falsehood or deviation.
Sheikh Naim Kassem:
The stance of Imam Hussayn (pbuh) prepared the proper foundation for the appearance of Imam Mahdi (may Allah hasten his reappearance), who will be accompanied by the pure and faithful worldwide; after the believers have been tested, sifted, and have gone through difficult stages and challenges, until the relief [through his reappearance] comes.
Sheikh Naim Kassem:
We are on the path of relief, God-willing, through the blessings of the struggle and revolution of Imam Hussayn (pbuh), whose martyrdom is not limited to merely attaining martyrdom; he transformed martyrdom from an individual matter into the revival of the community. His martyrdom is not only a life for himself or his companions but a life for the nation, from which it draws for its future.
Sheikh Naim Kassem:
Karbala is a school of Divine Love, where the body and worldly matters have no meaning, and the value lies in the soul and the human being.
Sheikh Naim Kassem:
We are faced with two choices: to be with Hussayn (AS) or to be with Yazid. In every stage of history, and in this era, our choice is to be with the Hussayn of our era, represented by the sacrifices and stances of Imam Khomeini, followed by Imam Khamenei, and continuing on the path of Sheikh Ragheb, Sayyed Abbas, Sayyed Nasrallah, Sayyed Hachem, and all those who were martyred on this path.
Sheikh Naim Kassem:
This path leads to Imam Mahdi (may Allah hasten his reappearance). We are with the Hussayn of our era. We choose the path of Resistance. We are with truth and righteousness against falsehood. We are with the liberation of Palestine and against the Yazid of our era, represented by the American tyrant and the "israeli" oppressor, and those who follow this path. Today’s Resistance is the product of the school of Karbala; it is life for the nation, on the path of Imam Hussein, and it is the banner that will be handed over to the Imam of our time.
Sheikh Naim Kassem:
On August 14, 2006, we celebrated the July victory, when the Resistance was engaged in a major 33-day aggressive war and achieved a grand victory through the battle of the 'True Promise'. The July victorywas among the blessings of Divine, Muhammadan, Alawi, Hussaini, Mahdawi support because Allah aided us despite our small numbers and the enemies’ multitude.
Sheikh Naim Kassem:
The July victory is a victory of will and Resistance and a defeat for "israel", that prevented it from occupying and settling in Lebanon. It is a victory of the tripartite alliance: the people, the army, and the Resistance.
Sheikh Naim Kassem:
The July victory deterred the enemy for 17 years, preventing it from launching an aggression out of fear of the Resistance’s presence and strength. During this period, the victory facilitated reconstruction across Lebanon. Here, we highlight the role of the inspiring leadership of the master of the nation’s martyrs, Sayyed Hassan Nasrallah (may Allah's Mercy encompass him), who led this war with courage, bravery, trust in God, and firm belief in certain victory. Everyone witnessed his stances, role, and performance in achieving this accomplishment. This leadership was supported by Imad, Fouad, Karaki, Akil, Ahmad, all following the path of Sheikh Ragheb, Sayyed Abbas, Sayyed Hashim, Sheikh Nabil, the Mujahideen, the wounded, the prisoners, and our honorable people. This leadership succeeded in changing the equation.
Sheikh Naim Kassem:
Here, as a token of gratitude, we must say loudly: thank you to the Islamic Republic of Iran, which supported us with money, weapons, resources, media and political positions, stood by us, and provided martyrs such as Hajj Qassem (may Allah's Mercy encompass him) and the other martyrs slain on this land—the land far from their own but close to their hearts, love, faith, and support for truth. We thank Iran—the leader, Imam Khamenei (may Allah preserve him), the Iranian people, the Revolutionary Guard, all security and military forces, and the Iranian government and officials. All of them stood with us and continue to do so, and God willing, this banner, the banner of Resistance, will remain raised.
Sheikh Naim Kassem:
In July 2006, we achieved victory for Palestine as it is one unified struggle. Our victory is their victory, and the sacrifices are theirs. It is a victory for Palestine over the enemy of humanity: "israel" and its patron, America.
Everyone should know that Palestine will remain the compass. Whatever "israel" does today—starvation, murder, and destruction against the people of Gaza and the Palestinian nation—and whatever America does in supporting this severe deviation, vicious, aggressive, and sinful aggression, will not deter the Palestinian people from continuing, maintaining the strength, and sustaining the Resistance.
Sheikh Naim Kassem:
Before getting into the third chapter of the speech, I must offer condolences for the six martyrs of the Lebanese Army, who fell in Zebqine in the South. In reality, they are martyrs of the Resistance, the army, and the nation. They are martyrs of duty toward humanity and martyrs of truth. To their souls, and to the souls of all martyrs, we dedicate the reward of the blessed Surah Al-Fatiha, along with prayers upon Mohammad and his family.
Sheikh Naim Kassem:
On the weapons of the Resistance: The Resistance is honor, dignity, patriotism, and sovereignty. The Resistance is the one that grants approval; it does not need official recognition, nor approval from the arrogant, nor from anyone else. This Islamic Resistance, and all honorable Resistors, regardless of their affiliation, in the context of today’s confrontation, is the force that liberated the South in 2000, and the eastern lands in 2017 during the battle of Aarsal, with the support of the Lebanese Army, where we fought this battle side by side.
Sheikh Naim Kassem:
We cannot speak of Lebanese sovereignty except when it is accompanied by the steadfast Resistance. This Resistance prevented the establishment of settlements [in Southern Lebanon] through the SLA and [Saad] Haddad armies. This Resistance disrupted "israel’s" ability to achieve its ambitions through invasion or aggression. This Resistance formed a pillar of Lebanon’s future strength and its ability to face challenges. These are great achievements, honorable accomplishments.
Sheikh Naim Kassem:
We must ask those who did not resist: Where do you stand regarding the occupation of the land? Where do you stand regarding the aggression? Where do you stand regarding sovereignty?
Sheikh Naim Kassem:
The state accepted the ceasefire agreement, and the Resistance helped ensure compliance with its terms. After eight months of patience before the targeting of the Resistance and its support base, we endured more as we believed that this stage required patience.
Sheikh Naim Kassem:
To understand the stance of the Lebanese people, here are some statistics based on a poll conducted by the Consultative Center for Studies in August 2025:
72% of respondents say the army cannot face any aggression alone. 76% say they do not trust diplomatic efforts alone. 58% opposed disarming without a defensive strategy. 73% say what is happening in Syria poses an existential threat to Lebanon.
If you want to know the stance of the Lebanese regarding the Resistance and its weapons, their concerns, how to maintain strength, and discussing a defensive strategy, then it must be known that the majority supports the Resistance and its continuity.
Sheikh Naim Kassem:
On the 5th of August, the government took the decision to strip the Resistance, its people, and all of Lebanon of the weapons that defend them against [the enemy's] aggression. This decision effectively facilitates the killing of Resistors and their families, and the expulsion of people from their land and homes.
Sheikh Naim Kassem:
The government should have first asserted its authority by expelling "israel." If the government wanted to ensure a monopoly on arms, it should have worked on preventing "israeli" presence or weaponry on Lebanese soil. Instead, this government is executing the U.S.-"israeli" agenda to end the Resistance, even if it leads to civil war and internal strife. The government is serving the "israeli" project, whether knowingly or unknowingly.
Sheikh Naim Kassem:
Netanyahu considered that he helped the [Lebanese] government reach this level. Are you willing to accept that? Are you happy that Netanyahu praised you?
Sheikh Naim Kassem:
We have said again and again: end the aggression and remove "israel" from Lebanon, and we will provide all possible facilitation and support during discussions on national security, the national security strategy, and the defense strategy. What justification do the government participants have for this sinful decision? What is their excuse? They say they are under external pressure.
Let me ask you a question: if an attacker came to your house and said, “Either you kill your child, or we kill you,” would you kill your child? If someone attacked your home and tempted you with palaces and wealth in exchange for killing your child, would you accept the riches of the world for murdering your child? Naturally, you would answer: “Kill me if you wish, but this is my child; I will not accept killing or sacrificing him, even if all the wealth of the world is offered.” This is the noble stance. This is the correct stance.
Sheikh Naim Kassem:
How can you, in the government, accept facilitating the killing of your partners in the homeland, just so you can live your lives as your enemies promised you? Truly, your behavior is astonishing. I tell you: do not fear them. They are cowards, incapable; they know they will lose everything if they overthrow Lebanon. Stop living in a state of exaggeration, claiming that you are trying to protect Lebanon. No, you are not trying to protect Lebanon. You are trying to protect your own lives and your interests, even if it comes at the expense of your partners in the homeland. Is this partnership? Is this patriotism?
Sheikh Naim Kassem:
Can the homeland remain stable if one group attacks another? It cannot!
If you feel incapable - which you indeed are - then leave the enemy to face us, and do not intervene on our behalf. We do not want you to intervene, we do not want you to support, we do not want you to raise the slogan of liberation, nor the slogan of confrontation. Just remain silent, sit aside, and let us handle it!
Sheikh Naim Kassem:
Just as "israel’s" repeated wars against Lebanon have failed, they will fail this time also. When they give you an order, say, “We cannot, for fear of harming the country. We do not want to, because we want to build our country with our partners. We will not attack our citizens and our people.”
Sheikh Naim Kassem:
Let the government come together to plan how the aggression must be faced. This is its role: to ensure stability and rebuild Lebanon, not to hand the country over to an insatiable "israeli" aggressor or an American tyrant with boundless greed.
Sheikh Naim Kassem:
Have you heard and seen the "israeli" Chief of Staff roaming the occupied lands in the South, congratulating his soldiers for this occupation and promising them more for "israel"? What is your response, you who claim sovereignty? You who aim for exclusive control of arms? What are you doing about this act?
Sheikh Naim Kassem:
I’ll ask another question: Have you heard Netanyahu talk about wanting a “Greater "israel"”? Greater "israel" means all of Palestine, and parts of Egypt, Jordan, Syria, and Lebanon. He says this now in the ecstasy of his so-called victory, backed by unconditional American support for this tyrant. What is your comment? Is it conceivable that you hear all of this, see it happening on the ground, and watch how it expands and operates, and yet do nothing?
Sheikh Naim Kassem:
We've reached a point where we do not wish for some Arab countries to condemn [the aggression], but that they simply remain silent! At least don’t support "israel" secretly by attacking the Resistance or contributing to strikes against the Resistors!
Sheikh Naim Kassem:
The government has made a very dangerous decision, violating the pact of coexistence and putting the country in a serious crisis. Preamble J of the constitution states: “There shall be no constitutional legitimacy for any authority which contradicts the pact of mutual existence.” And you have now violated it.
Sheikh Naim Kassem:
In this government's ministerial statement, it says: "Defending Lebanon requires adopting a national security strategy at the military, diplomatic, and economic levels." Where is this strategy? Who did you discuss it with? You jeopardized the strategy, you jeopardized national security, you rejected everything. Now you want to delegitimize the Resistance through government meetings and the decisions taken?
Sheikh Naim Kassem:
Don't drag the army into internal strife. The national army has a spotless record, and its leadership and management today do not want to be involved in this path.
Sheikh Naim Kassem:
Some may ask: Well, after the government took this unconstitutional decision, why didn't you take to the streets? Why didn't you hold massive demonstrations? I was told that inside the American embassy, they were wondering: How come the Shia and Resistance fighters not take to the streets to hold massive demonstrations? What do you want, Ms. U.S. Ambassador? It seems that you have something in mind that won't work unless we take to the streets.
Sheikh Naim Kassem:
I'll tell you the bottom line, because there were some ideas about the necessity of protesting in the streets: Hezbollah and the Amal Movement agreed to postpone the idea of holding street demonstrations, on the basis that there is still room for opportunity, room for discussion, room for amendments before we reach a confrontation that no one wants. However, if it is imposed on us, we are prepared for it and will have no other choice. Then, demonstrations will fill the streets, sweeping across Lebanon... possibly heading to the American embassy, carrying out actions that uphold justice and asserting presence and influence. That would be a different matter, and the timing for it will be considered carefully. But this is not the time.
Sheikh Naim Kassem:
Even our continued presence in the government was based on an understanding: we consider the sessions of August 5 and 7 to be unconstitutional. We consider that they never took place in Lebanon’s political or legal life. We remained so as not to leave them on their own, and in the hope of guiding them back to the right path.
Sheikh Naim Kassem:
You want to know Hezbollah's position? It seems you've been waiting for it for a while, even though we've repeated it multiple times. But today I will say it clearly: The Resistance will not surrender its weapons as long as the aggression continues and the occupation persists. We will wage a Karbala-like battle if necessary, in confrontation of this "israeli"-American project, no matter the cost. We are confident that we will emerge victorious from this battle. Far from us is humiliation!
Sheikh Naim Kassem:
The Lebanese government bears full responsibility for any strife that may occur. We do not want it, yet others are working toward it. The Lebanese government bears responsibility for any internal explosion and any devastation in Lebanon. The Lebanese government bears responsibility for abandoning its duty to defend Lebanon's territory and its citizens. You are not excused for handling matters in this manner, making such decisions, and thereby bringing ruin upon the country.
Sheikh Naim Kassem:
Do your job in ensuring stability, defending Lebanon, and protecting Lebanon. Do not participate in the aggression against an entire community and against all supporters of the Resistance from various parties, sects, and regions.
Sheikh Naim Kassem:
Let us be together in building the country, so that we may all win. The country is not built for one component at the expense of another. This is our land, collectively; this is our homeland together. We live in dignity together, and we build its sovereignty together. Otherwise, Lebanon will have no life if you stand on the other side, trying to confront us and eliminate us. Lebanon cannot be built without all its components. Either it will remain, and we remain together, or all hope is lost. You bear the responsibility, and on God we rely.
Sheikh Naim Kassem:
I repeat: I will never abandon you, O Hussayn.
May Allah greatly reward you and us over the tragedy of Aba-Abdillah, Imam Hussayn, his household, and his companions.
May Allah's Peace and Blessings be upon you all.

Statement issued by Hezbollah:
The government of Prime Minister Nawaf Salam committed a grave sin by making a decision that strips Lebanon of the weapon of Resistance against the "israeli" enemy. This weakens Lebanon’s capability and position in the face of the ongoing "israeli"-American aggression, and grants "israel" what it failed to achieve through its aggression against Lebanon; the aggression we thwarted in the Uli al-Ba'as Battle, which led to an agreement obligating "israel" to cease its aggression and withdraw from Lebanon.
This decision clearly violates the National Pact and contradicts the ministerial statement of the government, which states in Paragraph Five the following:
"The government is committed, in accordance with the National Accord Document adopted in Taif, to taking all necessary measures to liberate all Lebanese territories from "israeli" occupation, to extend the state’s sovereignty over all its territories exclusively through its own capabilities, and to deploy the Lebanese army in the internationally recognized Lebanese border area."
Preserving Lebanon’s strength and the weapons of the Resistance is part of Lebanon’s strength, and it falls under the necessary measures. Likewise, working to enhance Lebanon’s power by arming and strengthening the army so that it can expel the "israeli" enemy from the state’s territory, liberate it, and protect it, is also among the necessary measures.

Sayyed Hassan Nasrallah was the one who came in first with the proposal that we give the order of targeting occupation sites in the Lebanese Shebaa Farms, based on the fact that these are occupied Lebanese lands. Hezbollah’s Shoura Council held a meeting and made the decision for it to be a support front, not a full-on war, and the order was to be given the next day.

First Ashura after the war, and there is a lesson I'd like to share on this occasion:
The war taught us many lessons, and perhaps one of the most valuable lessons it taught me was that I was not as prepared to meet God as I had thought I was. Let me elaborate.
Across the period of the support front battle in Southern Lebanon, we escaped death more times than one; either having just passed from a spot that got hit, or being late and not passing through a certain spot when it was bombed which would have coincided with our presence there.
On the 23rd of September, 2024, when the full-blown war broke out, and bombs were being showered upon the South from every side, I thought this was it; it was time for all the "spiritual preparation" across the past years, & especially the year prior, to pay off now. We survived.
