The report also exposes how UNRWA repeatedly failed to remove these Hamas chiefs from key roles in the agency, even as they publicly flaunted their terror ties.
5/ Part I of the report focuses on the takeover of UNRWA in Gaza.
Meet Suhail Al-Hindi.
He was involved in Hamas’s founding in 1987.
He started teaching at UNRWA three years later.
By 2006, he was both Head of UNRWA's Staff Union in Gaza and a member of the Hamas Politburo.
6/ Despite appearing on platforms with Hamas leaders, including Ismail Haniyeh, in a blatant violation of neutrality rules, UNRWA did not fire Al-Hindi.
Hamas's massive support base in the UNRWA staff unions made sure of that.
However, UNRWA cannot say they did not know...
7/ After resigning from UNRWA in 2017, Al-Hindi retained both his pension and his power over UNRWA.
He continued to head the Gaza Professional Unions Assembly overseeing all professional unions, including those of UNRWA.
8/ He also held sway over his successors at UNRWA.
At Al-Hindi’s retirement ceremony, his successor — Amir Al-Mishal — vowed to continue his legacy, pledging to Al-Hindi “to be a strong shield for your just causes.”
In other words: Al-Mishal pledged allegiance to Hamas.
9/ Al-Hindi is not a marginal figure in Hamas.
After revealing himself as a Hamas terror chief, he headed Hamas’s “March of Return” committee, organizing weekly violent riots on the Israeli border in 2018-19 to test Israel’s defenses in preparation for the October 7th attacks.
10/ Since October 7th, he has emerged as a key Hamas spokesperson, ceasefire negotiator and terrorist recruiter.
Just this month, the former UNRWA principal was with other Hamas leaders in Qatar to meet with officials from their main backer, the Iranian regime.
11/ Next up is Lebanon.
Meet Fateh Sharif.
He was both the Head of UNRWA's Teachers’ Union and Hamas's leader in the country.
This was confirmed by Hamas itself, which eulogized him after he was killed in September 2024 in a precision strike by the IDF.
12/ Sharif never hid his terror ties — even from UNRWA's international leadership.
In November 2023, at an event with UNRWA Lebanon Director Dorothee Klaus, Sharif proclaimed his support for “the resistance.”
She said nothing.
13/ After he was killed, Hamas TV released a tribute video showing Sharif with Ismail Haniyeh, and showing Sharif leading students from an UNRWA school into a Hamas rally.
Sharif's Hamas ties were out in the open, yet UNRWA never fired him — and he died a UN employee.
14/ Sharif made sure his successors at UNRWA would continue in his path.
UN Watch documents numerous UNRWA employees in Lebanon with terror ties, including Sharif's replacement as Head of the Teachers’ Union, Ibrahim Merie, who praised Sharif as an “example and role model.”
15/ However, the UN refused to take responsibility.
After Hamas eulogized Sharif as their leader in Lebanon, a UN spokesman said:
“Most people who are engaged in underground organizations try not to have their involvement known publicly.”

16/ Despite evidence of UNRWA's terror ties, Western countries continue to send UNRWA millions of dollars.

While currently serving as the U.N. expert on a “democratic and equitable international order,” Katrougalos received $100,000 from China in 2025 — the same year he praised Xi Jinping’s book and the Chinese dictator’s “vision of openness and dialogue.”
In November 2025, Katrougalos traveled to Tehran and met with the Iranian regime’s Deputy Foreign Minister Kazem Gharibabadi. The two lamented Israeli and American “crimes.”

Alena Douhan, the UN expert against Western sanctions, received $1.3 million in funding from China, Russia, and Qatar.
Her official visits — including to Tehran, Beijing, Damascus, Doha, Caracas, and Harare — were conducted exclusively to support the regimes, not their victims.
Ben Saul, the UN expert counterterrorism, received $150,000 from China then refused to issue any statements on China’s persecution of the Uyghurs, which Beijing justifies as “counterterrorism.”
In March, Saul condemned the U.S. while praising Somalia as a “responsible state.”

1. Saudi Arabia Chairs UN Women’s Rights Commission
Despite its abysmal record on women’s rights, the UN elected Saudi Arabia as Chair of its “global body for gender equality and the empowerment of women.”
Represented by Abdulaziz Alwasil, a regime official having no credentials as a women's rights activist, Saudi Arabia presided over the 2025 session of the UN Commission on the Status of Women. The desert monarchy still subjects women to legal discrimination including male guardianship controls.

2. UN Launches Day to Defend Dictatorships, Framing Western Sanctions as Illegal
At the initiative of China, Cuba, Iran, and other authoritarian regimes, the United Nations on December 4, 2025 launched its new “International Day Against Unilateral Coercive Measures,” branding Western sanctions on tyrannies as violations of international law. x.com/HillelNeuer/st…
The new annual event will boost an anti-Western narrative at the UN that is designed to shield the world’s worst human rights abusers from accountability. Outrageously, Annalena Baerbock, the President of the UN General Assembly who until recently was Germany’s foreign minister, also joined the jackals. “Unilateral coercive measures imposed by a single State are in contravention of international law,” said Baerbock. Her opening remarks at the UN's Orwellian event effectively condemned U.S. sanctions on Sudanese genocide commanders, Russian war financiers, and Chinese officials who run Uyghur prison camps, as “unlawful coercion.”
3. UN's Anti-Western Rapporteur Received $1.3 Million From China, Qatar, Russia
UN Special Rapporteur Alena Douhan, who was installed by the UN Human Rights Council to go after Western countries for sanctioning dictatorships, received over $1.3 million from China, Qatar, and Russia, revealed Hillel Neuer when he confronted her in a dramatic UN debate. In response, the UN chair rebuked Neuer for “personal attacks.” Cuba joined in, accusing UN Watch of “offensive, out-of-order, politicized comments.”
