Paragraph 1 adds one quiet clause—“including maintenance of the ceasefire.” It looks harmless, but it transforms the mission from reconstruction to enforcing a ceasefire Israel must obey even if Hamas violates it, leaving Israel tied to a one-sided truce policed by hostile forces
Paragraph 2 is the most radical rewrite. Rev 2 deletes the requirement that PA reform be “acceptable to the BoP and Israel” and replaces it with a sweeping political program and an explicit pathway to Palestinian statehood—far beyond a transitional Gaza plan.
It ties PA reform to “credible steps toward self-determination and statehood,” citing the Trump Plan and the Saudi-French proposal. For the first time, the U.S. backs a statehood pathway not based on negotiations with Israel. The resolution is a roadmap imposed on Israel.
Paragraph 3: The earlier draft barred any group that misused aid from future assistance. Rev 2 deletes this entirely and swaps in vague language about coordination under “international legal principles.” The only real guardrail against corruption is gone & everyone gets immunity.
Paragraph 4: rewrites the BoP’s mandate from following the Arab League’s specific summit communique to the far vaguer “as championed by the Arab League," giving the Arab League broad freedom to redefine and stretch the resolution’s scope.
Paragraph 7 is the core of Rev 2. The original draft never tied the IDF to a withdrawal. Rev 2 does: it declares the IDF “will withdraw… based on standards, milestones, and timeframes linked to demilitarization.” In this resolution, the UNSC is setting Israel’s withdrawal terms.
It also added that the BoP must file a written report every six months—a requirement absent before. That recurring review lets the UNSC reinterpret the mission twice a year.
As the U.S. pushes an ever more intrusive plan, Russia—backed by China & Algeria—offers a rival draft. Russia’s version deletes the Board of Peace entirely & makes the ISF only an “option,” merely calling to “examine” it. It also removes all references to the Trump 20-point plan.
Russia’s text asks the UN Secretary General & member states to submit their own proposals & calling the situation in the "OPT" a threat to peace & security. With both Russia and China holding veto power, either can kill the U.S. resolution on Monday—the most likely outcome.
Reports also say the U.S. has dropped “demilitarization before reconstruction” and now wants Gaza split in two. Any IDF pullback would create a semi-sovereign zone between Israel and Hamas, crippling Israel’s freedom of action in future operations.
On Monday the UNSC won’t be voting on “peace” but on who runs Gaza—and who controls Israel’s security. Rev 2 tightens the noose: it adds political tracks toward Palestinian statehood not based on negotiations and erases the only accountability measure for aid diversion.
It binds Israel to an internationally supervised withdrawal timeline and embeds the UNSC indefinitely No Israeli government—left, right, or center—can accept a framework that strips Israel of its sovereignty and security.

The resolution hands Gaza’s governance to a “Board of Peace” with quasi-sovereign powers over civil administration, economy, & movement in & out of the Strip—but never defines the borders. Israel could be pressured to allow “free movement” under humanitarian or economic pretexts.
Even more alarming, “movement of persons in and out” could imply maritime access, challenging Israel’s naval blockade. If the BoP or ISF claim Gaza’s coast, Israel could lose the ability to interdict arms, ceding control of its security to UN mandates it cannot veto.

On paper, the UN Cybercrime treaty fights online crime & sharing digital evidence. In reality, it’s a blueprint for digital authoritarianism—drafted by Russia & China, approved in December 2024, & signed in Vietnam, a one-party state where online criticism can land you in prison
The treaty is dangerously vague. Its broad definition of “cybercrime” could criminalize anything a government dislikes. Mutual legal assistance rules would let authoritarian states demand data from democracies, creating legal cover for repression worldwide.
