🚨 Possible Fraud in Minnesota 🚨

Raising Stars Autism Center (1346881786), owner Nimo Hussein Abdi. She is also connected to Twins Healing Center, which I will elaborate on later in this thread.

MN Open Checkbook shows Raising Stars received $500,000 from Minnesota between the 2024, 2025, and 2026 budgets.

There are 0 reviews on Google despite the NPI registered since 2019 and receiving half a million dollars in funds.

I called the number listed for Raising Stars and was surprised when a woman answered casually by saying "hello?" β€” there was no "How can I help you?", business introduction or any formal language. I asked if they accept Medicaid and she hesitated before saying "No, I am sorry.", but she said she did not know what insurance they accept or if they have a sliding scale payment option for cash paying customers. The number listed on the website and Google do not match the NPI registration.

I decided to dig further and discovered red flags I believe are worthy of further investigation.

I've messaged people with more reach and experience than I have in an attempt to find out if these businesses are legitimate. I am a mother of three children with special medical needs and my sons both have autism so companies using autism to commit fraud is an issue that deeply concerns me. The number listed on the Raising Stars Autism Center website and the address in the Raising Stars NPI registration, is connected to Mirad A. Farah, rather than the owner (Nimo Hussein Abdi). The phone number does not match the NPI listing and the address connected to Mirad is not the one used for the main website, but the phone number is.

Mirad A. Farah is a licensed Licensed Professional Clinical Counselor (LPCC), but she is connected to Mercy Counseling Center (MCC). It is worth noting that most autism centers hire BCBAs and the "Meet the Staff" page of Raising Stars does not show any staff.

As seen in footage taken by @nickshirleyy, Mercy Counseling Center (MCC) is registered in a building housing multiple health related LLCs in Minnesota.
The address is 1821 University Ave E, Saint Paul, MN 55104-2801, United States
Each of the LLCs has a basic website and little to no review history online. The links to social media pages lead nowhere.

There is another LLC linked to Nimo Abdi that is called Twins Healing Center. The center lists its address as 2727 East 26th St, Suite 8, Minneapolis, MN 55406. The building once again seems to house multiple health LLCs.
However, what is more strange is the secondary address is associated with at least two other LLCs, Willmar Autism Services LLC and US Care Home Care LLC.
The address, 425 Benson Ave SW, Willmar, MN 56201, is listed by realtors as being only 1,420 square feet.

You'll notice a familiar last name under US Home Care LLC, also listed as USCare Home Care.
The authorized official is Abdirahman Abdi, the same last name as Nimo (Hussein) Abdi connected to both Raising Stars Autism Center and Twins Healing Center.

Total Payments: approx $4,000,000

@data_republican @nickshirleyy Another interesting fact is if you search for Nimo Hussein Abdi on Google one of the first results is an Instagram of a Somalian woman in Minnesota who loves to post designer bags she purchases for thousands of dollars. There's no indication that she runs an autism center.

The Facebook for US Home Care lists it as US Care Home Care and the website cannot be reached. The only review is genetic and suspicious. There are very few posts. The name Abdi is in the few reactions they have.
It's a common Somali name so it could be a coincidence, but I found it interesting.

Another associated LLCs is Family First Home Care, Inc, which has received millions from Minnesota.

The website leads to a brochure that lists a different site that does not work.

It's a small detail, but worth noting, that the website for Raising Stars Autism Center and the website for First Family Home Care, which links to a brochure listing an entirely different, not reachable website, were both designed by Proweaver. Image

The property is owned by Genoveva Ayon, but is occupied by Abdirahman H. (Hussein?) Abdi. About 10 businesses are listed as located in the <1,500 sq ft property, including the shoddy "US Care Home Care LLC". Image

Abdirahman Hussein Abdi (Kadar) has owned or operated a trucking company, an autism center and a home healthcare company.

It seems he was also appointed the the Willmar, MN Municipal Utilities Commission in 2022.

I've seen the name Kadar and can't remember where.. will dig more Image
Meet Abdirahman Hussein Abdi.
He was interviewed in 2021 when he started a "charter school", Kandiyohi Academy. I'm unable to find any record of the school coming to fruition, but it was listed online by the Minnesota Department of Education.

Active LLCs include US Home Care LLC (previously inactivated as USCare Homecare, but listed that way for NPI purposes), Luxury Spotlight L.L.C. and Educatic Consultant L.L.C.
Inactive LLCs are numerous. Investigating funding for his companies should be interesting.

@elonmusk Bilaterally means affecting two nations "reciprocally", ie. equally, and reflecting both sides. Both sides of the war would be Russia and Ukraine. The U.S. would not be affected reciprocally in any negotiation because the negotiation is between Russia and Ukraine. Image

FEMA claims President Trump lied when he said migrants received funding that would have otherwise went to American citizens. FEMA's website says that, in 2023 alone, $425 million dollars was used for "assisting migrants" through the Emergency Food and Shelter Program (EFSP). FEMA also states it awards funds directly to the EFSP national board. Now, FEMA says it doesn't have enough funding to respond to hurricane season and victims of Hurricane Helene are suffering.
