Hi John, do you have a source for your claim that 40% of Ethereum nodes run on AWS?
I believe the real figure is about 12.4% (source: probelab.io/ethereum/topol…). If all AWS regions went down tomorrow, Ethereum would continue processing transactions.
You also claim that 85% of Ethereum nodes run the Geth execution client, but this is false. The real figure is closer to 41% (clientdiversity.org).
I think you also misunderstand the claims you are making about OFAC compliance. The net result of ~30% of recent blocks being "OFAC compliant" (source: mevwatch.info) is simply that it will take non-OFAC compliant transactions very slightly longer (on average) to be included in a block.
